(Amending Chapter 2.08 pertaining to
Administrative Organization)
AN ORDINANCE REPEALING SECTIONS 2.08.020, 2.08.060 AND
2.08.075 AND AMENDING CERTAIN SECTIONS OF CHAPTER 2.08 AND
SECTION 2.04.020, SALT LAKE CITY CODE, PERTAINING TO
ADMINISTRATIVE ORGANIZATION.
Be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1. That Sections 2.080.020, 2.08.060 and 2.08.075,
Salt Lake City Code, pertaining respectively to the Department of
Administrative Services, the Department of Finance and the
Department of Human Resource Management be, and the same hereby
are, REPEALED.
SECTION 2. Chapter 2.08, Salt Lake City Code, pertaining to
Administrative Organization be, and the same hereby is, AMENDED
to read as follows:

2.08.025 Department of management services.
A. Functions. The department of management services shall
have charge of and be responsible for financial services, all
programs relating to the personnel of the city, and central
support services required for city operations.
B. City auditor. The director of the department of
management services or the mayor's designee shall be the city
auditor, within the meaning of the Uniform Fiscal Procedures Act
of the state.
C. City treasurer. The functions of city treasurer shall
be assigned to the department under the administrative direction
of the director. In addition to those duties designated by the
director, the city treasurer shall have charge of and be
responsible for the collection and disposition of city revenues,
the keeping of an accurate and detailed account of all matters
within the treasurer's charge as provided in the Uniform Fiscal
Procedures Act, or any successor statutes, and shall perform all
other duties required by law.
D. City Recorder.
1. The city recorder shall be assigned to the
department of management services and be under the
administrative direction of the director; however, the
recorder shall be responsible to the city council, which

shall have equal and independent access for services with
respect to legislative functions.
2. The city recorder shall keep: The corporate seal,
the official papers and records of the city, as required by
law; the record of the proceedings of the city, as required
by law; and shall attest legal documents of the city and do
those other matters prescribed by law.
E. Budget officer. As designated by the mayor, the
director of the department may perform the duties of the budget
officer in accordance with Section 10-3-1219(7), Utah Code
Annotated, or its successor statute.
2.08.030 Department of airports and airport authority.
2.08.040 Office of city attorney.
2.08.050 Department of community and economic development.
The department of community and economic development shall
have charge of and be responsible for land use planning, business
regulation, housing, economic development, and building and
housing codes.
2.08.070 Fire department.
A. Functions.
1. through 4.
5. Hazardous material investigation;
6. Fire suppression; and
7. Post investigation of fires for possible arson.
B. Duties.

2.08.080 Parks department.
A. Functions.

3. Recreational activities; and
4. Maintenance and upkeep of shade trees and other
plantings.
2.080.090 Police department.

2.080.110 Department of public works.
SECTION 3. That Section 2.040.020, Salt Lake City Code be
and is hereby amended to read as follows:
2.04.020 Delegation and assignment of duties.
A. Chief administrative officer. The mayor may appoint a
chief administrative officer, with the advice and consent of the
council, to exercise such powers of administration and perform
such duties as the mayor shall prescribe which are not
inconsistent with law. The officer may be removed at the sole
discretion of the mayor and may also be known as and designated
by the title of "city administrator." The chief administrative
officer shall be appointed on the basis of professional
competence.
B. Office of the mayor.
C. Office of internal audit. There shall be created an
office of internal audit which shall be independent of all other

programs or departments of the city and shall be directed by an
internal audit committee. Audit assignments from the committee
may include audits of internal controls, compliance, efficiency,
program results and operational audits for all areas of city
government. Internal auditors shall assist management by
determining whether internal controls are operating as intended
and by identifying weaknesses.
D. Delegation and assignment of duties.
SECTION 4. This ordinance shall become effective upon the
date of its first publication hereof.
Passed by the City Council of Salt Lake City, Utah, this
17th day of March , 1992.
