018 of 1984 - Application Fees for Police Department 0 84-7 SALT LAKE CITY ORDINANCE No. 18 of 1984 (Application fees for Police Department) AN ORDINANCE AMENDING SECTIONS 20-13-5, 20-17-12 , 20-30-5 , 20-35-6, 30-1-31 , 30-6-2 , 43-3-5, 44-3-6, 46-5-98 (4) , OF THE REVISED ORDINANCES OF SALT LAKE CITY, UTAH, 1965, RELATING TO VARIOUS APPLICATION FEES OF THE SALT FAKE CITY POLICE DEPARTMENT. Be it ordained by the City Council of Salt Lake City, Utah: SECTION 1 . That Section 20-13-5 of the Revised Ordinances of Salt Lake City, Utah, relating to license fees, be, and the same hereby is amended to read as follows: Sec. 20-13-5. License fee. The annual license fee for a private detective license or security guard license shall be based upon a fee of thirty dollars per employee per annum or any part thereof for each individual employee. For the purpose of computing the license only, the term "employee" shall mean the average number of employees the security agent employs on jobs located in Salt Lake City. In addition to the above fee, each individual employee shall pay a fee to be determined by the mayor or his desiqnated appointee, but not to exceed fifteen dollars , and shall have complied with all provisions in this chapter except 20-13-4 . SECTION 2. That Section 20-17-12 of the Revised Ordinances of Salt Lake City, Utah, relating to registration fees for business licenses for door-to-door salesmen, be, and the same hereby is amended to read as follows : Sec. 20-17-12. Id. Registration fee. The chief of police shall collect from each person registered pursuant to Section 20-17-1 of these revised ordinances, at the time of registration, a sum to be determined by the mayor or his designee, but not to exceed fifteen dollars, which sum shall be remitted by the chief of police to the city treasurer. Upon payment of said fee and provided the said person has completed and satisfactorily meets all of the requirements of this chapter, the police chief shall issue to the applicant an identification card which shall constitute a permit for solicitation as provided in this chapter for the period of time stated thereon. SECTION 3. That Section 20-30-5 of the Revised Ordinances of Salt Lake City, Utah, relating to license fees for locksmith- ing and key duplicating , be, and the same hereby is amended to read as follows : Sec. 20-30-5 . License fee. ( a) Licenses shall be valid from January 1 to December 31 , and the yearly locksmithing license fee and the yearly key duplicating fees shall each be determined by the mayor or his designee, but neither shall exceed fifteen dollars. Payment of such fees shall be made to the Salt Lake City Treasurer at the time application is made for a license hereunder. SECTION 4. That Section 20-35-6 of the Revised Ordinances of Salt Lake City, Utah, relating to alarm system employee ' s license procedure and requirements, be, and the same hereby is amended to read as follows: -2- Sec. 20-35-6. Employee's license procedure and require- ments. ( 1 ) (2) ( 3 ) The license assessor shall, upon consideration of the appli- cation and the police recommendation, approve or reject the application. If the application is rejected, the applicant may request a personal appearance before the mayor or his designee to offer evidence for reconsideration of his application. Upon approval, the applicant shall be finger-printed and photographed by, and his record filed with, the police department. A fee in an amount to be determined by the mayor or his designee, but not to exceed fifteen dollars, shall be charged for such services. The police department shall then issue to the applicant an identification card. Every employee's license issued hereunder shall set forth the full name and address of the permittee, and the name of the person, partnership, corporation, or association by whom he is employed. An employee 's license issued hereunder is nontransferable. The identification card shall be displayed upon request of any police officer or any interested individual . It shall be valid only so long as permittee remains employed by such holder of a license required by section 20-35-3 . When any permittee shall be discharged or shall terminate his employment with such holder of a license required -3- by section 20-35-3 , the employee shall surrender his license to his employer immediately and it shall be the duty of such employer to immediately deliver or mail by registered mail to the chief of police such employee 's license. SECTION 5. That Section 30-1-31 of the Revised Ordinances of Salt Lake City, Utah, relating to miscellaneous fees, be, and the same hereby is amended to read as follows : Sec. 30-1-31 . Miscellaneous fees. ( 1 ) The chief of police shall charge and collect in advance fees for the following services in an amount to be determined by the mayor, but not to exceed fifteen dollars: (a) Fingerprinting; (b ) I .D. Cards ( for other than City employes) ; (c) Theft Reports. ( 2) * * * SECTION 6. That Section 30-6-2 of the Revised Ordinances of Salt Lake City, Utah, relating to fees for criminal record search and findings letter re visa letters, be, and the same hereby is amended to read as follows: Sec. 30-6-2 . Fee. There shall be a fee in an amount to be determined by the mayor or his designee but not in excess of fifteen dollars, to the applicant for the search and letter, which fee is to be collected by the chief of police in advance of the preparation of the letter and which is to be credited to Budget No. 32-J-41 . -4- SECTION 7. That Section 43-3-5 of the Revised Ordinances of Salt Lake City, Utah, relating to fee accompanying application for taxicab driver' s license, be, and the same hereby is amended to read as follows: Sec. 43-3-5. Fee to accompany application. At the time the application is filed the applicant shall pay to the police department a fee, in an amount to be determined by the mayor or his designee but not to exceed fifteen dollars. SECTION 8 . That Section 44-3-6 of the Revised Ordinances of. Salt Lake City, Utah, relating to fee accompanying application for ambulance driver ' s license, be, and the same hereby is amended to read as follows: Sec. 44-3-6. Fee to accompany application. At the time the application is filed, the applicant shall pay to the city treasurer a fee, in an amount to be determined by the mayor or his designee but not to exceed fifteen dollars. SECTION 9 . That Section 46-5-98( 4) of the Revised Ordinances of Salt Lake City, Utah, relating to fee for obtaining copies of accident reports, be, and the same hereby is amended to read as follows: Sec. 46-5-98 (4) . The Salt Lake City Police Department shall furnish upon request to any applicant copies of officers ' reports of any traffic accident on file in such department. A fee in an amount to be determined by the mayor or his designee but not to exceed fifteen dollars for each copy of such report shall be paid -5- by the applicant in the office of the chief of police, which office shall then issue a receipt therefor which must be presented as a condition precedent to the delivery of such report; provided , however, that any person 65 years of age or over shall be exempt from the payment of said fee. SECTION 10. This ordinance shall take effect upon its first publication. Passed by the City Council of Salt Lake City, Utah, this 6th day of March 1984. /C.
