SALT LAKE CITY ORDINANCE
No. 26 of 1993
(Adopting the "S-1" Stadium District
as Chapter 65 of Title 21)
AN ORDINANCE ADOPTING A NEW "S-1" STADIUM ZONE BY ENACTING
CHAPTER 65 OF TITLE 21 TO THE SALT LAKE CITY CODE.
WHEREAS, the City Council of Salt Lake City, Utah, has held
public hearings before its own body and before the Planning
Commission and has determined that it would be in the best
interest of the City to adopt Chapter 65 of Title 21, Salt Lake
City Code, enacting the "S-1" Stadium Zone;
NOW, THEREFORE, be it ordained by the City Council of Salt
Lake City, Utah:
SECTION 1. That Chapter 65 of Title 21, Salt Lake City
Code, be enacted to read as follows:
Section 21.65.010 Purpose.
The purpose of the "S-1" Stadium District is to regulate the
use of property for sport and entertainment arenas and stadiums.
Section 21.65.020 Permitted uses.
In all "S-1" Stadium Districts no building or structure
shall be used or maintained, and no building may be erected or
altered so as to be arranged, intended or designed to be used for
other than one or more of the following:
A. Stadiums or arenas for sports and entertainment events
including professional and amateur sports, concerts, live theater
performances and similar activities;
B. Restaurants, taverns and private clubs when located
within or adjacent to the stadium or arena;
C. Retail sales and services when located within or
adjacent to the stadium or arena;
D. Public buildings such as police and fire stations,
libraries or similar buildings.
Section 21.65.030 Accessory uses in an "S-1" Stadium District.
The following may be allowed as accessory uses:
A. Offices for the management of the stadium or arena, any
teams using the stadium or arena and any other entities using the
site;
B. Museums;
C. Fireworks displays; and
D. Art or craft shows, exhibitions, bazaars and similar
activities when located entirely within the stadium or arena.
Section 21.65.040 Site plan.
Prior to the approval of a proposed use, a site plan drawn
to a scale of 1 inch equals 30 feet or larger shall be submitted
showing the following information:
A. Actual dimensions of the lot;
B. Exact sizes and locations of all existing and proposed
buildings or other structures;
C. Driveways;
D. Parking spaces, striped, dimensioned and numbered;
E. Safety curb;
F. Any other hard surfaced areas;
G. Landscaping;
H. Location of trash receptacles; and

I. Drainage and environmental features.
Section 21.65.050 Minimum lot size.
In the "S-1" Stadium District the minimum lot size shall be
5 acres.
Section 21.65.060 Maximum building height.
Building height shall be limited to 80 feet for primary
structures. This height limitation shall not apply to light
poles or standards nor to architectural accents to the primary
structure such as towers over stairways.
Section 21.65.070 Minimum yard requirements.
In the "S-1" Stadium District the minimum yard requirements
are:
A. Front yard: 15 feet.
B. Side yard: a 20 foot landscaped side yard only when
adjacent to a residential district or use.
C. Rear yard: a 20 foot landscaped rear yard only when
adjacent to a residential district or use.
Section 21.65.080 Fencing.
A fence of not less than 6 feet in height shall be placed on
the "S-1" Stadium District property at the property line with any
adjoining privately owned property.
Section 21.65.090 Sign requirements.
A. Signs for permitted or accessory on -site uses shall
comply with the provisions of Section 21.92.500.
B. Other signage must be oriented within the stadium or
arena to the interior instead of to neighboring properties or

public streets.
Section 21.65.100 Parking.
1. One parking stall or every four stadium or arena seats
shall be provided as follows:
A. Eighty-five percent (85%) of the parking stalls
shall be within 1600 feet of the stadium property of which
fifteen percent (15%) of the total stalls shall be on the
stadium or arena property or within 500 feet of the stadium
or arena property and shall be maintained under the same
ownership or lease as the stadium;
B. The remaining fifteen percent (15%) of the parking
requirement may be satisfied by mass transit if the stadium
or arena is located within 1600 feet of mass transit lines
or routes which are capable of providing sufficient regular
service to the stadium or arena site to satisfy the stadium
or arena demand during all hours of event operation.
2. Lots providing the fifteen percent (15%) on -site
parking provided by Section 110.1.A above shall have ten foot
landscaped rear and side yards.
SECTION 2. This ordinance shall take effect upon it first
publication.
Passed by the City Council of Salt Lake City, Utah, this
20 day of April , 19 93 .
