Dear Chairperson Godfrey and Council Members :
RE : MAYORAL VETO OF THE GARBAGE ORDINANCE AND ACCOMPANYING
APPROPRIATION
I am hereby exercising my authority to veto the ordinance
amending Section 9 .08 .020(B) of the Salt Lake City Code reducing
garbage collection fees effective January 1 , 1989 , adopted by the
City Council last night .
I am also vetoing a motion passed by the Council to reduce the
Garbage Enterprise Fund by $270 , 000 eliminating a reserve fund
for the replacement of garbage packers and cans .
My reasons for the vetoes are the following :
First, it creates a funding deficit of approximately
$540, 000 for fiscal year 1989-90 and encumbers future
budgets already stretched to the limit ;
Second , the fee reductions are financed at the expense of a
fund earmarked to replace garbage cans and trucks ;

Third , reducing these fees may very likely lead to a
property tax increase ; and
Fourth and finally , it is contrary to the policy direction
established by the Council last year .
Sincerely ,
Mayor
