(Approving the extension and amendment of a Memorandum of Understanding between Salt
Lake City Corporation and the American Federation of State, County, and Municipal Employees
Local 1004, representing eligible employees, pursuant to the Collective Bargaining and
Employee Representation Joint Resolution dated March 22, 2011)
An Ordinance approving the extension and amendment of the Memorandum of
Understanding between Salt Lake City Corporation and the American Federation of State,
County, and Municipal Employees Local 1004, representing eligible employees, pursuant to the
Collective Bargaining and Employee Representation Joint Resolution dated March 22, 2011,
which shall become effective on signature.
PREAMBLE
The American Federation of State, County, and Municipal Employees Local 1004,
representing eligible employees pursuant to the Collective Bargaining and Employee
Representation Joint Resolution dated March 22, 2011, and the Mayor, have agreed to extend the
existing Memorandum of Understanding, dated effective June 23, 2013, for an addition year,
subject to signature of the parties. Section 6 of the Collective Bargaining and Employee
Representation Joint Resolution, dated March 22, 2011, provides that no collective bargaining
Memorandum of Understanding shall be effective until the City Council approves the
Memorandum of Understanding, enacts implementing legislation, and appropriates all required
funds.
The attached extension to the existing Memorandum of Understanding is a one year
extension effective for fiscal year 2017. The City Council has appropriated necessary funds
required to implement the provisions of the attached extension to the Memorandum of
Understanding, as modified by a new Wage Schedule implemented by the Council pursuant to
Ordinance, for fiscal year 2017.
Accordingly, the City Council wants to approve the attached extension and amendment
of the Memorandum of Understanding between Salt Lake City Corporation and the American
Federation of State, County, and Municipal Employees Local 1004, which shall become
effective on signature of the parties.
Be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1. PURPOSE. The purpose of this Ordinance is to approve the attached
extension (Attachment 1) to the Memorandum of Understanding which shall become effective on
signature of the Mayor and the American Federation of State, County, and Municipal Employees
Local 1004, representing eligible employees, pursuant to Section 6 of the Collective Bargaining
and Employee Representation Joint Resolution, dated March 22, 2011.
SECTION 2. The attached extension and amendment to the Memorandum of
Understanding between the City and the American Federation of State, County, and Municipal
Employees Local 1004 is hereby approved.
SECTION 3. AUTHORIZATION. The Mayor of Salt Lake City, Utah is hereby
authorized to act in accordance with the terms and conditions of the extended and amended
Memorandum of Understanding when is properly executed.
SECTION 4. EFFECTIVE DATE. This Ordinance shall be deemed effective on July 3,
2016.

ARTICLE 52 - EXTENSION
City and AFSCME agree that the Memorandum of Understanding in effect for June 23, 2013 to
July 2, 2016, recorded on June 20, 2013 (for the purposes of this Article "MOU"), and all of its terms and
conditions, other than Article 13 amended herein, will be extended for an additional year and be in full
force and effect for the dates of July 3, 2016 to July 1, 2017.
City and AFSCME agree that they will meet to negotiate a replacement for the MOU during
calendar year 2016. City and AFSCME anticipate that the renegotiated agreement may supersede and
replace the MOU if such replacement is agreed upon by both parties, subject to ratification, Council
approval, and appropriation (if any), as required by Resolution 15 of 2011 governing collective
bargaining.
