computer" access to selected public information)
AN ORDINANCE SETTING FEES FOR THE USE OF THE CITY'S
"COMPUTER -TO -COMPUTER" ACCESS TO SELECTED PUBLIC INFORMATION.
PREAMBLE
It is the City's policy to make its "public" information
accessible to its citizens. Beyond providing general access to
the City's public information, however, new technology has given
the City the ability to provide a value added service for
selected information. This additional service would primarily
benefit the business community by providing frequently used City
information via the user's computer, at any time, rather than
being required to appear personally at the appropriate City
office or obtain the information by telephone during normal
business hours.
Since this additional information is a value added service
which enables the business community to have a convenient
"computer -to -computer" access they want, the City finds it
appropriate to charge the user a fee in order to recoup the costs
of initiating and operating a "computer -to -computer" service and
cover additional investments the City may need to incur in order
to take advantage of expanding technology through which City
information can be provided beyond the general public access.
SECTION 1. PURPOSE. The purpose of this ordinance is to
establish fees for the use of the City's "computer -to -computer"
access to selected public information.
SECTION 2. FEES. The following are the maximum fees which
may be charged for the use of the City's "computer -to -computer"
access to selected public information.
A. Dial -in services.
1. One-time connection costs of $100.00 which includes
login/charge code assignment; on -site configuration
assistance; menu assignment; and user's manual.
2. Network access fee of $.20 per minute.
3. If a user has generated on-line charges during a given
month of less than $50, the user shall be charged a
maximum monthly fee of $50.
B. Dedicated (leased) line.
1. US West line installation charge of $500.00; new users
must deposit the amount of phone line installation
charge with the City. The City will coordinate actual
installation.
2. Monthly service charge of $170.00.
3. Network access fee of $.20 per minute.
C. Users are required to provide their own personal computer,
modem (either internal and external), and a communication
package to access the network. The City will provide, to
the users, a list of known packages that are compatible with
the City's network when the users submit the request for
access. The user is also fully responsible for maintenance
of their equipment.

SECTION 3. EFFECTIVE DATE. This ordinance shall take
effect on its first publication.
