038 of 1997 - An ordinance amending Salt Lake City Code, Title 15 Chapter 16, relating0 97 -1 0 97-14 SALT LAKE CITY ORDINANCE No. 38 of 1997 (An ordinance amending Salt Lake City Code, Title 15 Chapter 16, relating to Fees for Park and Recreation Facilities) AN ORDINANCE AMENDING TITLE 15, CHAPTER 16, SALT LAKE CITY CODE, RELATING TO FEES FOR PARK AND RECREATION FACILITIES. Be it ordained by the City Council of Salt Lake City, Utah: SECTION 1. That Title 15, Chapter 16 of the Salt Lake City Code, relating to fees for park and recreation facilities, be, and the same hereby is, amended to read as follows: 15.16.010 Athletic facility reservation fees. A. Except as may be provided under written agreement with the city, any person, organization or group desiring to utilize any city -owned, athletic facility, may reserve that facility according to the following fee schedule: 1. Recreational/hourly use (Phone-in minimum of two hours when credit card is used) $10.00 per hour 2. Organized league use $10.00 per week 3. Lighted field use $50.00 per night 4. Light key deposit $20.00 per rental (refundable when returned) B. Weekday reservations must be made and paid in full at least twenty-four hours in advance. Weekend reservations must be paid in full by the Thursday prior. 15.16.020 Picnic facility reservation fees. * * * 15.16.031 Golf courses -Green fees . A. There are imposed on any person playing golf at any of the city golf courses the following fees: 1. Green Fees - Weekdays (Monday through Thursday, excluding Legal Holidays) a. Season Golf Passes Season passes for calendar 1997 will not be offered after adoption of this ordinance. Season passes for calendar years subsequent to 1997 will be available solely to those individuals who had purchased calendar 1997 season passes on or before adoption of this ordinance. As per the schedule in (A)(3c.), on and after January 1, 1998, a surcharge will be assessed on the date of play, on each round played using a season pass. 1998) a. Regular rate $500 b. Effective January 1, 1998, season golf passes may not be used Fridays through Sundays, on legal holidays, or for group reservation play. 4. Junior/senior discount fees provided for in this chapter may not be used Fridays through Sundays, legal holidays, or for group reservation play. E. Time for twilight and evening play at Mountain Dell shall be set each week on Monday morning by the golf professional or its designee. F. No season golf pass shall be issued without payment to the city of the appropriate fee listed in subsection (A)(3). G. 1. A "junior" is any person seventeen years of age or younger. 2. A "senior" is any person sixty-five years of age or older. H. Adjustment of Fees. The Director of Public Services, with approval of the mayor, shall have the authority, at any time, to reduce the fees listed in Section 15.16.031 for any city 5 golf course, if the director deems it necessary to in order to increase the use of the golf course. 15.16.035 Golf courses --Group reservations. * * * 15.16.060 Tennis court use fees. A. A person or persons desiring to play tennis upon any tennis court located in Liberty Park and the city's Dee Smith Tennis Courts shall pay for the use of such court at the maximum rate of, four dollars per hour per court during any of the following times: 1. For Dee Smith every day, all day from sunup to sundown and throughout the entire year, weather permitting; 2. For Liberty Park, weekdays from five p.m. until closing, and on Saturdays, Sundays and holidays from eight a.m. until five p.m. B. A person or persons desiring to play tennis upon any tennis court located in Liberty Park shall pay for the use of such court at the maximum rate of two dollars per hour per court during any of the following times: 1. Weekdays from eight a.m. to five p.m. C. Play on any other tennis court owned by the city or on any court located in Liberty Park during hours other than as shown above shall be free of charge. 6 D. In Liberty Park from May 15th to August 15th, no person shall be allowed to reserve more than one court for play at the same time during weekdays from five p.m. until closing or Saturdays, Sundays and holidays from eight a.m. until five p.m. During other hours, group reservations (two or more courts) shall be limited to no more than five courts at any one time. A person making a group reservation shall pay two dollars per hour per court reserved. E. Any group or organization desiring to reserve any tennis courts at Liberty Park for the purpose of conducting a tournament which is open to the general public, or to all persons within a specific age group, and which tournament is sanctioned by the Utah Tennis Association, shall not be restricted to the number of courts nor to the days and hours prescribed by subsection D of this section, or its successor; however, a fee of two dollars per hour per court so reserved shall be paid to the city irrespective of the time of year or hour of the day such courts are reserved. Tennis courts may be reserved for like tournament play, or any tournament not sanctioned by the Utah Tennis Association, at other city tennis courts free of charge. 15.16.080 Aquatic Center fees. A. The individual admission fee shall be established by the director of public services, as approved by the mayor; 7 provided, however, that the individual admission fee shall not exceed three dollars. B. Group rates for more than ten people in a group shall be a twenty percent discount from the rates specified in subsection A of this section or its successor. C. 1. The director of public services, with the approval of the mayor, shall establish fees for annual passes; provided, however, that the maximum fees charged shall be as follows: Persons Using the Facility Fee Single Not to exceed $200.00 Senior/student/child Not to exceed $200.00 Family (up to five members) Not to exceed $300.00 For each additional family member Not to exceed $150.00 2. The director of public services, with approval of the mayor, shall establish fees for summer passes (from Memorial Day to Labor Day); provided, however, that the maximum fees charged shall be as follows: Persons Using the Facility Fee Single Not to exceed $150.00 Senior/student/child Not to exceed $150.00 Family (up to five members) Not to exceed $250.00 For each additional family member Not to exceed $50.00 8 3. The family pass covers up to five immediate family members living at the same address, including parents (any age) and/or dependents (under twenty-five years of age). Additional family members also must be under twenty-five years and living at home. D. The hourly rental rate of the indoor twenty-five yard pool shall be established by the director of public services, with the approval of the mayor; provided, however, that the hourly rental rate shall not exceed one hundred seventy-five dollars. Salt Lake City District schools shall receive at least a fifty -percent discount on the hourly rate as established in this subsection. E. The competitive youth swim team pass fee shall be established by the director of public services, with the approval of the mayor; provided, however, that the fee shall not exceed one hundred dollars per quarter or three hundred dollars per year. F. The director of public services, with the approval of the mayor, shall establish fees for swimming lessons; provided, however, that each fee shall not exceed seventy-five dollars. 9 G. The director of public services, with the approval of the mayor, shall establish fees for swimming programs; provided, however, that each fee shall not exceed seventy-five dollars. H. The director of public services, in establishing fees within the limitations provided in this section, shall determine the fee based upon the recoupment of costs incurred by the city for the use of the Steiner Aquatic Center. 15.16.090 Recreation program fees. A. The director of public services, with approval of the mayor, shall establish a fee schedule for recreation program fees; provided, however, that the maximum fees charged shall be as follows: 1. The responsible adult will need to pay a security deposit or leave a form of identification at the front desk to use the TV and VCR. Rental fees for rooms may be waived if organization has a tax exempt # and/or can show proof of non-profit status. B. The director of public services, in establishing fees within the limitations provided in this section, shall determine the fee based upon the recoupment of costs incurred by city personnel for their time in making the reservations and in their involvement with the activity. The fees charged do not represent the payment of any consideration for the use of the land which is provided at no cost, fee or consideration. SECTION 2. Effective Date.
