040 of 1997 - Work in the public way permit fee0 97-1 0 97-16 SALT LAKE CITY ORDINANCE No. 40 of 1997 (work in the public way permit fees) AN ORDINANCE REPEALING SECTIONS 14.32.413 AND 14.32.417 AND AMENDING SECTIONS 14.08.040, 14.10.040, 14.10.090, 14.32.231, 14.32.365, 14.32.411,AND 14.32.501, SALT LAKE CITY CODE, RELATING TO WORK IN THE PUBLIC WAY. Be it ordained by the City Council of Salt Lake City, Utah: SECTION 1. That Sections 14.32.413 and 14.32.417, Salt Lake City Code, be, and the same hereby are, repealed. SECTION 2. That Section 14.08.040, Salt Lake City Code, be, and the same hereby is, amended to read as follows: 14.08.040. House numbers - Certificate and fee. Upon application being made to the city engineer , he/she shall issue a certificate giving the correct street number for such house or building, for which he/she shall charge and receive the sum of ten dollars. SECTION 3. That Section 14.10.040, Salt Lake City Code, be, and the same hereby is, amended to read as follows: 14.10.040 Permit fee. The applicant for a public survey monument permit shall pay a fee with the application in the amount of sixty dollars for the first monument per application and twelve dollars for every additional monument on the same application. SECTION 4. That Section 14.10.090, Salt Lake City Code, be, and the same hereby is, amended to read as follows: 14.10.090 Itemized statement of expenses. The city shall prepare an itemized statement of all expenses incurred in the restoration, repair, raising, replacement or uncovering, including any necessary resurveying, of any public survey monument which the city is required to restore, repair, raise, replace or uncover. The statement shall be mailed or delivered to the person who caused the city to take such action or to the person for whom the work was performed. The statement shall include the cost of all city personnel. Minimum costs for this service shall be: A. Replacing a monument by survey $1,200. [This occurs when a monument is destroyed and must be replaced by surveying from other monuments in the area.] B. Replacing a monument by survey ties_ _ _ $550. 2 [This occurs when a monument will be disturbed and the city surveyor is notified in advance to allow time for the monument to be referenced.] Payment of the statement shall be due within twenty days of the mailing or delivery of the statement. The statement shall be deemed delivered when sent by certified mail or hand delivered, addressed to the last known address of the person who caused the city to take action or the person for whom such work was performed. SECTION 5. That Section 14.32.231, Salt Lake City Code, be, and the same hereby is, amended to read as follows: 14.32.231 Right-of-way obstruction permit - Review and inspection fees. The engineer shall charge, and the city treasurer shall collect, upon issuing a permit, the following fees for review of the application and site inspection of obstructions in the public way: A. Monthly Fee. (Construction Barricades Requiring More Than Five Days.) In addition to excavation fees: 1. Flat fee for all or any part of a block face: one hundred and sixty dollars per month, 3 2. Each additional block face: one hundred fifty dollars per month; B. Short-term Occupation of the Public Way. (Five Days or Less.) Scaffolding or other temporary structures over public way, or storage of construction materials or soil. Permit up to and including five days: twenty-five dollars per setup. No fee shall be charged for scaffolding or staging done behind an approved barricade fence. C. Permit Extension. The fee for each permit extension shall be thirty-two dollars. SECTION 6. That Section 14.32.465, Salt Lake City Code, be, and the same hereby is, amended to read as follows: 14.32.365. Public way improvement permit review and inspection fees. The engineer shall charge, and the city treasurer shall collect, upon issuing a permit, the following fees for review of the application and site inspection of public way improvements: 1. Curb and gutter $ 1.25 per lineal 2. Sidewalk, driveway approach $ 0.23 per square 4 foot foot Minimum Charge: April 1st - November 15th $ 100.00 November 16th - March 31st $150.00 3. Permit extension $ 32.00 4. For in -kind replacement of existing sidewalk, curb and gutter, or driveway approach, a no -charge permit will be issued. 5. Where any of the foregoing subsections specify a higher fee rate for any period, such higher fee shall be applicable if any portion of the work is completed during the higher fee period. SECTION 7. That Section 14.32.411, Salt Lake City Code, be, and the same hereby is, amended to read as follows: 14.32.411 Excavation permit - Review and inspection fees. A. The engineer shall charge, and the city treasurer shall collect, upon issuing a permit, the following fees for review of the application and site inspection of: 1. Excavation. a. Hard Surfaced $ 0.23 per square foot or 0.70 per lineal foot, whichever is greater b. Other $ 0.15 per square foot Minimum Charge: April 1st - November 15th 5 Hard surfaced $ 100.00 Other $ 65.00 November 16th - March 31st Hard surfaced $ 150.00 Other $ 95.00 2. Multiple Utility Excavation. Minimum fees shall be in accordance with the following schedule, if the distance between excavations does not exceed one block (six hundred sixty feet) along the same street. Minimum Charge: April 1st - November 15th Hard surfaced $ 65.00 Other $ 38.00 November 16th - March 31st Hard surfaced $ 100.00 Other $ 58.00 3. New Streets. Excavation permits for new streets shall be issued only upon written authorization of the city engineer and the permit fees shall be two times the normal rates published in this section. The engineer may also require persons working in new streets to employ extraordinary measures in restoring said 6 street such as applying seal coat or other surface treatment to maintain the overall integrity of the surface. 4. Poles and Anchors. Poles and anchors, thirty dollars each pole or concrete pedestal or anchor. B. Where any of the foregoing subsections specify a higher fee rate for any period, such higher fee shall be applicable if any portion of the work is completed during the higher fee period. C. Permit extension: thirty-two dollars. The engineer may deny this extension when work is not proceeding on the project in a satisfactory manner. SECTION 8. That Section 14.32.501, Salt Lake City Code, be, and the same hereby is, amended to read as follows: 14.32.501. Storm drain inspection fees. A. Storm Drains. Storm drains, two dollars and twenty-five cents per lineal foot (ninety dollars minimum charge) in addition to excavation fees. B. Private Drain Line Connections. 1. Connection to existing storm drain: sixty-three dollars; 7 2. Construct clean out box for connection to existing storm drain: ninety dollars; 3. Connection into face of curb or existing inlet or clean out box: thirty-eight dollars. SECTION 9. This ordinance shall take effect immediately upon the date of its first publication.
