SALT LAKE CITY ORDINANCE
No. 43 of 1985

AN ORDINANCE AMENDING SECTIONS 24-2-2 , 24-3-2 , AND 24-3-4 OF
THE REVISED ORDINANCES OF SALT LAKE CITY, UTAH, 1965, AS AMENDED,
RELATING TO MUNICIPAL GOVERNMENT.
Be it ordained by the City Council of Salt Lake City, Utah :
SECTION 1 . That Sections 24-2-2, 24-3-2, and 24-3-4 of the
Revised Ordinances of Salt Lake City, Utah, 1965, as amended ,
relating to municipal government, be and the same hereby is,
amended as follows :
Sec. 24-2-2 . Office of the Mayor; Chief Administrative
Officer; Delegation and Assignment of Duties. ( 1) Chief
Administration Office. The Mayor may appoint a Chief
Administrative Officer, with the advice and consent of the
Council , to exercise such powers of administration and perform
such duties as the Mayor shall prescribe which are not
inconsistent with law. Said duties may include the direct
management of : personnel; employee relations, including
negotiating with employee groups; employee benefits; risk; budget
preparation; and management compliance, such as internal
management auditing and monitoring operational and performance
efficiencies. Said Officer may be removed at the sole discretion
of the Mayor, may also be known as and designated by the title of
"City Administrator" and shall be the Budget Officer within the
meaning of State law. The Chief Administrative Officer shall be
appointed on the basis of professional competence.
(2 ) Office of Personnel Management. There shall be
appointed a Personnel Manager who shall have charge of and be
responsible for the administration of all personnel functions of
the City under the direct supervision of the Chief Administrative
Officer, if one is appointed by the Mayor, or if not, by the
Mayor's designee. The personnel manager shall provide staff and
clerical support to aid the civil service commission in
fulfilling its duties under State law and chapter 10 of title 24
of these Revised 'Ordinances or successor sections. The manager
shall also provide staff and clerical support to aid the Career
Service Personnel Advisory Board in fulfilling its duties under
chapter 11A of title 25 of these Revised Ordinances or successor
sections.
( 3 ) Office of the Mayor. Subject to the limitations and
requirements of applicable budget appropriations, the Mayor shall
have assistants"and officers who shall perform such functions and
duties as may be assigned to them by the Mayor. In order to
provide proper staff and management services to the City and its
departments, the Mayor is authorized to establish within the
office of the Mayor such divisions or sections as may seem
necessary or proper for the purposes aforesaid.
(4 ) Delegation and assignment of Duties. From time to time
the Mayor may: ( a) abolish, change or reorganize or to transfer

functions, duties and services, (b) assign or reassign personnel
between any section or division of the Office of the Mayor, and
(c) transfer functions, duties, services and assign or reassign
personnel from, to or between any section or division of the
Mayor' s Office and between and among any of such departments and
sections or divisions of the administrative organization of the
City; provided , however, that no such mayoral action may be
inconsistent with chapter 3 of this title.
Sec. 24-3-2. Department of Administrative Services. ( 1)
Functions. The Department of Administrative Services shall have
charge of and be resposible for coordinating and supervising the
following offices and operations : animal control; fleet and
motor vehicle management, repair and services; data processing;
building facilities services, maintenance and repair; and city
recorder and recording all public documents of the City, not
statutorily given to the city engineer or other officer;
(2 ) City Recorder. The City Recorder shall be assigned to
the Department of Administrative Services and be under the
administrative direction of the director; however, the said
Recorder shall be responsible to the City Council which shall
have equal and independent access for services with respect to
legislative functions.
The City Recorder shall keep: the corporate seal; the
official papers and records of the City, as required by law; a
record of the proceedings of the City as, required by law; and

shall attest legal documents of the City and do those other
matters prescribed by law.
Sec. 24-3-4 . Department of Finance.
( 1) Functions. The Department of Finance shall have charge
of and be responsible for financial services required for City
operations. Included in these services shall be purchasing ,
property acquisition and disposition, cash management and
investment, accounting , payroll , financial reporting , revenue
collections and disbursements, and licensing .
(2 ) City Auditor. The Director of the Department or the
Mayor' s designee shall be the City Auditor, within the meaning of
the Uniform Fiscal Procedures Act of the State.
(3 ) City Treasurer. The functions of City Treasurer shall
be assigned to the department under the administrative direction
of the Director. The City Treasurer shall : ( a) supervise the
collection of all taxes, assessments, fines, forfeitures, service
charges, intergovernmental revenue,licenses, fees, and other
revenues of the City, as provided for by applicable laws and
ordinances; (b) be responsible for the disposition of City
revenues; ( c) provide for the investment of idle cash; (d) make
all disbursements of funds of the City, subject to budget
appropriations; ( e) keep an accurate and detailed accounting of
all transactions, receipts, disbursements and other matters
within the Treasurer' s charge as provided in the Uniform Fiscal
Procedures Act and as the City may by ordinance or resolution

direct; ( f) maintain legally required balances in sinking fund
accounts, and special improvements district guarantee funds
account; (g) record the bond of the City Recorder as required by
Section 10-3-825 Utah Code Ann. or any successor statutes ; and
(h) execute all checks of the City consistent with State law.
SECTION 2. This ordinance shall take effect 30 days after
its first publication.
