AN ORDINANCE AMENDING SALT LAKE CITY ORDINANCE NO. 97 OF
1993 WHICH ADOPTED THE LANDFILL BUDGET, AS PREPARED AND SUBMITTED
BY THE SOLID WASTE MANAGEMENT COUNCIL, FOR CALENDAR YEAR 1994,
SUBJECT TO SPECIFIC POLICY DIRECTIVES.
PREAMBLE
On December 14, 1993, the City Council adopted the Landfill
Budget, as prepared and submitted by the Solid Waste Management
Council, for calendar year 1994, subject to specific policy
directives.
Proposed amendments to said duly adopted Landfill Budget,
copies of which are attached hereto, have been prepared and filed
with the City Recorder for consideration by the City Council and
inspection by the public. The City Council fixed the time and
place for a public hearing to be held on July 5, 1994 to consider
adoption of the attached amendments and ordered notice thereof be
published at least seven days prior to the hearing. Notice of
said public hearing, to consider adoption of said amendments, was
duly published as required herein. A public hearing to consider
adoption of the attached amendments was held on July 5, 1994 in
accordance with said notice, at which hearing all interested
persons were heard for and against the attached amendments. The
amendments to said budget have been duly considered by the City
Council. All conditions precedent to amend said Landfill Budget
have been accomplished.
BE IT ORDAINED by the City Council of Salt Lake City, Utah:
SECTION 1. PURPOSE. The purpose of this ordinance is to
amend the Landfill Budget, which was prepared and submitted by
the Solid Waste Management Council, for calendar year 1994,
subject to specific policy directives, as approved and ratified
by Salt Lake City Ordinance No. 97 of 1993.
SECTION 2. ADOPTION OF AMENDMENTS. The budget amendments,
attached hereto and made a part of this ordinance be, and the
same hereby, are adopted and incorporated into the Landfill
Budget for calendar year 1994.
SECTION 3. PUBLIC INSPECTION. Copies of the attached
amendments to the Landfill Budget shall be available for public
inspection during regular business hours in the Office of the
City Recorder.
SECTION 4. RESERVE THE RIGHT TO AMEND. The City reserves
the right to amend the Landfill Budget, including the attached
budget amendments, at any time.
SECTION 5. EFFECTIVE DATE. This ordinance shall take
effect on its first publication.
Passed by the City Council of Salt Lake City, Utah, this

PROPOSED BUDGET AMENDMENT
The City approves an increase in the tipping fee from $13.00
per ton to $18.50 per ton and an increase of $.50 per ton solid
waste permit fee, for a total fee increase of $6.00 per ton,
effective July 15, 1994, upon the following conditions:
A. $2.00 of the $6.00 per ton increase will be allocated
to the Salt Lake Valley Landfill for operating costs and
reserves.
B. The $.50 per ton shall be allocated to the Salt Lake
City -County Health Department for household hazardous waste
programs and environmental health and enforcement programs that
will target hazardous wastes and other materials inappropriate
for disposal in the Salt Lake Valley Landfill, provided that such
a fee and programs are approved and managed by the Salt Lake
City -County Health Department and all other landfills in Salt
Lake County charge and collect the same fee for the same purpose.
C. The remaining $3.50 tipping fee increase shall be
allocated as follows:
1. $1.75 of the fee increase shall be used by the
City for landfill related programs and activities, as
determined by the City, that will promote the life of the
Landfill and reduce or divert waste material from being
disposed of at the Landfill; and
2. $1.75 of the increase shall be used by the Salt
Lake County for landfill related programs and activities as
determined by the County, that will promote the life of the
Landfill and reduce or divert waste material from being
disposed of at the Landfill.
3. The funds derived from the fee increase shall be
forwarded to the City and County, within 30 days of the end
of each calendar month for tonnage received during that
calendar month.
