Commercial "C-1 " Districts)
AN ORDINANCE AMENDING TITLE 51 OF THE REVISED ORDINANCES OF
SALT LAKE CITY, UTAH, 1965, AS AMENDED, RELATING TO ZONING IN
COMMERCIAL "C-1 " DISTRICTS AND PROVIDING THAT DETACHED AUTOMATIC
CAR WASHES MAY BE PERMITTED AS A CONDITIONAL USE WITHIN SUCH
DISTRICTS.
Be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1 . Section 51 -22-5 of the Revised Ordinances of Salt
Lake City, Utah, 1965, as amended, is hereby amended to read as
follows:
Sec. 51-22-5. Conditional uses. Conditional uses may be
permitted by the Board of Adjustment for the following purposes:
( 1 ) For those purposes permitted in Business "B-3 "
Districts;
(2 ) For mechanical repairs and specialty type service
centers for the ordinary repairs and servicing of automobiles and
light trucks, when all such repairs and servicing are done within
an approved building, provided that no body and fender work,
automobile painting , drive train repair or engine rebuilding are
conducted on said premises, if following a public hearing held by
the Board of Adjustment, it is determined that such use is in
keeping with the character of the neighborhood, will cause no
undue noise or traffic problems in the area nor interfere with the
proper use of any adjoining properties. If, in the opinion of the
Board, such use is proper, the Board may impose such design con-
ditions and other requirements involving parking, landscaping,
signing , special material to control the emission of odors, fumes
or noise which will protect the adjoining properties as is deemed
necessary. Before the Board of Adjustment renders its decision,
they shall first secure the recommendaton of the Planning and
Zoning Commission;
(3 ) To keep and maintain from three to nine licensed
amusement devices on the licensed business premise having due
regard for the character of the neighborhood, the distance of the
conditional use from any residential use on adjoining properties,
the main permitted use and its relation to the conditional use in
terms of floor space and dollar volume and such other factors the
Board shall deem relevant; and
( 4 ) Detached automatic car wash facilities subject to the
following:
( a) The car wash shall be an accessory use and on the
same site and in conjunction with a self service or full
service gasoline sales establishment and shall be limited to
a maximum of three bays. The car wash facility must be
operated by the gasoline sales company operating on the site;
( b) The car wash and all drying and vacuuming areas
shall be located no less than 25 feet from property line of

any residential zone or use. Such 25 feet shall be
landscaped as yard area;
(c) No openings in the building or drying or vacuuming
areas shall be permitted on the side adjacent to the
residential use or residential zone;
(d) The hours of operation are limited to the same
hours as the gasoline sales hours of operation or if the
Board of Adjustment determines that more restrictive hours
are justified , the Board may impose more restrictive hours of
operation;
( e) Adequate provisions shall be made for the stacking
of cars so as to not infringe on any required yard areas,
setback areas or project onto adjoining alleys or public
streets. A minimum stacking space of five (5) cars per bay
shall be required .
( f) All required landscaped yard areas shall be
maintained;
(g) The establishment shall be responsible for
controlling the activities of its patrons on the premises and
shall be in strict compliance with the provisions of Section
18-33-1 , et seq. , Revised Ordinances of Salt Lake City, Utah ;
and
(h) Such other conditions as may be necessary to
adequately protect the adjoining residential areas.

SECTION 2. Effective date. This amendment shall take
effect upon publication.
