062 of 1984 - Traffic Rules and Regulations • 0 84-1 SALT LAKE CITY ORDINANCE No. 62 of 1984 (Traffic Rules and Regulations) AN ORDINANCE AMENDING TITLE 46 OF THE REVISED ORDINANCE OF SALT LAKE CITY, UTAH, 1965 AS AMENDED BY REPEALING SECTIONS 123, 125 , 141 , 144. 1 , 160 , 162 AND SCHEDULES 2a, b, c, d, e, and f, 6 , 7 , 8 , 9, 10, 11, 14a, b, c, d, e, f, g , h, i, j , k, 1 AND AMENDING SECTIONS 130 , 140 , 144 , 145 , 146 , 147 , 151 , 154 , 168 , 177 AND 284, RELATING TO TRAFFIC RULES AND RF.CULATIONS. Be it ordained by the City Council of Salt Lake City, Utah: SECTION 1. That Title 46 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended , relating to Traffic Rules and Regulations, be, and the same hereby are amended by REPEALING Sections 123, 125 , 141 , 144. 1, 160, 162 and Schedules 2a, b, c, d, e, and f , 6, 7 , 8, 9, 10 , 11 , 14a, b, c, d, e, f, g, h, i, j , k, 1 and AMENDING Sections 130, 140, 144, 145, 146, 147, 151 , 154 , 168, 169, 177 and 284 as follows: Sec. 130. Stopping or parking . Prohibition as to specified area. (1 ) No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic control device, in any of the following places: (a) (m) (n) At any place in any public park, playground or grounds of any public building other than on the roads or parking lots provided for public parking and then only in accordance with provisions of any officially installed signs, said signs to be installed by the city traffic engineer pursuant to the authority granted in section 67 of this code; (o) On any footpath in any park or playground; (p) With a fire lane as designated and marked in accordance with the provisions of Section 15-1-25 of the Revised Ordinances of Salt Lake City, whether on public or private property. (a) On any median or island , or on any dividing section, as defined in Section 191 of this Code. (2 ) Sec. 140. Markings to indicate no stopping and parking regulations . (1 ) The city traffic engineer is hereby authorized , subject to provisions and limitations of this code and after a comprehensive study, to place and when required herein shall place and maintain appropriate signs or traffic markings to indicate standing or parking regulations, and said traffic markings shall designate the zones and shall have the meanings herein set forth: (a) RED. Shall mean no stopping, standing or parking at any time. (b) YELLOW. Shall mean no stopping, standing or parking -2- r except as designated by appropriate signs or traffic markings. (2) Sec. 144. Parking prohibited at all times on certain streets. When signs or traffic markings are erected or in place on any street, parts of a street, or roadway giving notice thereof, no person shall park a vehicle or permit such vehicle to remain standing at any time. Sec. 145. Parking prohibited during certain hours on certain streets. When signs or traffic markings are erected or placed by directon of the city no person shall park a vehicle or permit said vehicle to remain standing during the hours and days specified by such signs and markings upon any street, parts of a street, or roadway. Sec. 146. Continuous movement required . When signs or traffic markings are erected or placed by the direction of the city no person shall stop, stand or park a vehicle or permit said vehicle to remain standing at any time, with the exception of certain hours specified , upon any street, parts of a street, or roadway. Sec. 147 Parking time limited on certain streets. When signs or traffic markings are erected or placed by the direction of the city transportation engineer, no person shall park a vehicle or permit said vehicle to remain parked for longer than the time specified between the hours shown, upon any street, parts of a street or roadway, except Sundays and holidays.* -3- Sec. 151. Parking meter restrictions. ( 1) No person shall park or permit any vehicle to remain parked in any parking meter space adjacent to a meter for a continuous period longer than that designated on said meter, or at any time when the meter violation indicator is shown. ( 2) No person shall place coins in any expired or unexpired parking meter for the purpose of showing or extending unexpired time with the intent of permitting a vehicle to remain parked at said meter, with unexpired time showing for a continuous period longer than that designated on said meter. Sec. 154. Exempted periods. ( 1) Parking meter spaces may be used without charge on all days of the week between 6 :00 p.m. and 8 :00 a.m. and during all hours on Sundays and holidays as enumerated in paragraph (2 ) below. ( 2 ) The word "holiday" shall mean every Sunday, the first day of January called New Years Day, the twelfth day of February called Lincoln 's Birthday, the third Monday of February called Washington's Birthday, the last Monday in May called Memorial Day , the fourth day of July called Independence Day, the twenty- fourth day of July called Pioneer Day, the first Monday in September called Labor Day , the second Monday of October called Columbus Day, the eleventh day of November called Veterans Day, the fourth Thursday of November called Thanksgiving Day, the twenty-fifth day of December called Christmas. When February -4- i 12th, July 4th, July 24th, November llth or December 25th fall on a Sunday, the following Monday shall be considered the legal holiday and no other day shall be considered a holiday. Sec. 168. Restricted use of bus and taxi stands. No person shall stand, stop or park any vehicle other than a licensed bus or coach in a bus stop, and then only for the express purpose of and while actually engaged in the loading or unloading of passengers; nor shall any person stop, stand or park any vehicle other than a taxicab in a taxi stand, when such stand or stop has been officially designated and appropriately signed and marked. Sec. 177. Registration of vehicles. Every vehicle at all times while being driven, stopped or parked upon the streets or alleys of this city, shall: (1) be registered in the name of the owner thereof in accordance with the laws of the State of Utah, unless such vehicle is not required by the laws of Utah to be registered in this state; (2) display in proper position two (2 ) valid unexpired registration plates: one on the front and one on the rear of such vehicle; and (3 ) when required, current validation or indicia of registration attached to the rear plate and in a manner complying with the laws of the State of Utah, and free from defacement, mutilation, grease and other obscuring matters so as to be plainly visible and legible at all times. However, if such vehicle is not required to be registered in this -5- State, the indicia of registration issued by another state, territory, possession or district of the United States or of a foreign country, substantially complies with the provisions hereof, such registration shall be considered compliance with this code. Sec. 284 . Towing and impounding vehicles. (1) * * * (a) * * * (e) (g) Any vehicle stopped , standing or parked in violation or any provisions of the Traffic Code, or of the laws of the State of Utah. SECTION 2. This Ordinance shall take effect 30 days after its first publication.
