AN ORDINANCE ADDING A NEW SECTION 2.08.075 TO THE SALT LAKE
CITY CODE ESTABLISHING A DEPARTMENT OF HUMAN RESOURCE MANAGEMENT
WITHIN THE ADMINISTRATIVE ORGANIZATION OF SALT LAKE CITY AND
REPEALING SUBPARAGRAPH B OF SECTION 2.04.020 DEALING WITH
PERSONNEL MANAGEMENT.
WHEREAS it is in the best interests of the public and of the
efficient and orderly operation of the administrative
organization of Salt Lake City Corporation that a new department
be created within the City' s administrative organization for the
operation and management of all programs relating to the
personnel of the City, to be known as the Department of Human
Resource Management;
NOW, THEREFORE, the City Council of Salt Lake City, Utah,
hereby adopts the following additions and repealers to the Salt
Lake City Code.
Be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1. That Section 2.08.075 of the Salt Lake City Code
be, and the same hereby is, ADDED, relating to a Department of
Human Resource Management to read as follows:
Sec. 2.08.075 Department of Human Resource Management.
A. Functions. The Department of Human Resource Manage-
ment shall have charge of and be responsible for all programs
relating to the personnel of the City, including but not limited
to: Employment, Recruiting, Selection, Training & Development,
Classification, Compensation, Risk Management and Adminis-
tration, EEO/AAP, Other activities related to compliance with
state and federal law concerning employees of a corporation,
Workplace Safety, Workers Compensation, Labor Relations,
Employee Relations, Employee Files, Retirement Programs,
Administration of state mandated Career Service and Civil
Service plans and staff to the Civil Service as required by
state law.
B. Duties. The director of the Department of Human
Resource Management shall function as the City's EEO Officer,
Labor Relations Officer, Personnel Officer, Safety Officer and
Benefits Administrator. The director may delegate any and all
of these duties to appropriate staff as needed.
SECTION 2. That Subparagraph B of Section 2.04.020 of the
Salt Lake City Code, relating to the Office of Personnel
Management, be, and the same is, hereby REPEALED.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the City Council of Salt Lake City, Utah, this
20th day of September 1988.
