062 of 2000 - amending chapter 21A.24.010 relating to requirements for building foundations 0 00-1 0 00-30 SALT LAKE CITY ORDINANCE No. 62 of 2000 (Regulating Building Foundations.) AN ORDINANCE AMENDING CHAPTER 21A.24.010 OF THE SALT LAKE CITY ZONING CODE RELATING TO REQUIREMENTS FOR BUILDING FOUNDATIONS, PURSUANT TO PETITION NO.400-99-53. WHEREAS,the City desires to insure the long term property value of any new dwelling and of the existing surrounding neighborhood,by requiring substantial and durable perimeter foundation and skirting materials which will be comparable to and have an architectural and aesthetic appearance indistinguishable from the other single family dwellings previously constructed in the neighboring area;and WHEREAS,buyers should be protected from future expenses that may be required to replace deteriorated or easily damaged foundation and skirting material;and WHEREAS,property owners should be protected from potential structural problems or damages to flooring due to humidity,water and freezing under raised homes;and WHEREAS,after hearings before the Salt Lake City Planning Commission and the City Council,the City Council finds the proposed amendment to the Salt Lake City Zoning Ordinance to be in the best interest of the City and its residents; NOW THEREFORE,be it ordained by the City Council of Salt Lake City,Utah: SECTION 1. That Chapter 21A.24.010 V and W of the Salt Lake City Code shall be and hereby are enacted to read as follows: V. Residential Building Foundation Standard. Each dwelling shall have poured concrete footings,the top of which must be placed below the applicable frost line. Except as otherwise authorized by the Planning Director and the Chief Building Official in foothill districts.each dwelling shall have a site—built concrete or masonry foundation/perimeter skirting constructed around the entire perimeter with interior supports as necessary to meet applicable building codes and adopted seismic loading requirements. The dwelling shall be permanently tied to the foundation system in accordance with applicable building codes and adequately weatherproofed. W. Entrance Landing. At each exit door,there must be a concrete or wood landing that is a minimum of 36 inches by 36 inches,constructed to meet the minimum requirements of the Uniform Building Code with adequate foundation support and permanent attachment to the building. SECTION 2. Effective Date. This ordinance shall become effective on the date of its first publication. Passed by the City Council of Salt Lake City,Utah,this 8th day of August 2000.
