AN ORDINANCE AMENDING 51-5-16 OF THE REVISED ORDINANCES OF
SALT LAKE CITY, UTAH, 1965, AS AMENDED, RELATING TO THE USE AND
LANDSCAPING OF PARKING STRIPS.
WHEREAS, the Planning Commission, with the encouragement and
approval of the City Council , has heretofore developed and
adopted a detailed policy and standards of parking strip design
to create and maintain unifying and coherent, safe and
attractive, and asthetically pleasing streetscape; and
WHEREAS, the City Council acknowledges that it is impossible
or may be counter-productive to strictly apply these general
policies without deviation in light of the broad range of varying
situations that may exist; and
WHEREAS, where it is the desire of the City Council that the
Planning Commission and Mayor may have the authority to review,
analyse, and allow appropriate deviations within said guidelines
and standards of design in a manner that will nevertheless
achieve the overall purposes and concerns enunciated in the
parking strip standards; therefore the Council finds that it is
appropriate to delegate that administrative discretionary power
to the Planning Commission and Mayor in light of the parking
strip standards heretofore as they have been adopted and may
hereafter be amended by the Planning Commission.
THEREFORE, be it ordained by the City Council of Salt Lake
City , Utah:
SECTION 1 . That Section 51-5-16 of the Revised Ordinances
of Salt Lake City, Utah, 1965, as amended, relating to the use
and landscaping of parking strips, be, and the same hereby is
amended to read as follows:
Sec. 51-5-16. Use and landscaping of parking strips. The
parking strip or the area of the right of way located between the
curb line and the private property line shall be completely
landscaped with vegetation living materials such as lawn,
approved ground covers, and approved trees and maintained by the
abutting property owner. Said area shall be kept free of all
hard surfacing , including stone or aggregate, except for approved
driveway and sidewalk areas. The location and spacing of
vegetation shall allow for adequate access and visibility of
driveways, intersections, and signs so as not to constitute a
safety hazard . In those circumstances where it is not
appropriate or desirable to meet the above criteria, the Planning
Commission, with the approval of the Mayor, may grant exceptions,
based on compliance with parking strip standards as adopted by
the Planning Commission. Three copies of the current parking
strip standards adopted by the Planning Commission, shall be on
file with the official records of the Planning Commission.
SECTION 2. This Ordinance shall take effect on the date of
its first publication.
Passed by the City Council of Salt Lake City, Utah,
this 2nd day of November , 1982.
