091 of 1991 - Airport Ground Transportation Vehicle Fees0 91-1 0 91-32 SALT LAKE CITY ORDINANCE No. 91 of 1991 (Airport Ground Transportation Vehicle Fees) AN ORDINANCE ADDING SECTION 16.60.110 TO THE SALT LAKE CITY CODE, 1988, AS AMENDED, RELATING TO AIRPORT GROUND TRANSPORTATION VEHICLE FEES. Be it ordained by the City Council of Salt Lake City, Utah: Section 1. That Section 16.60.110 of the Salt Lake City Code, 1988, as amended, relating to Airport Ground Transportation Vehicle Fees, be, and the same hereby is, added to read as follows: 16.60.110 Fees and per use charges. A. All ground transportation vehicles shall use the Airport's commercial ground transportation lanes and shall be subject to a per use fee. Beginning January 1, 1992, use of the ground transportation lanes shall include pickup and drop-off of passengers. B. There are hereby established the following per use fees for the following time periods: Type of Vehicle Per Use Charge Jan. 1, 1992 Dec. 31, 1992 Automobile or station $.25 wagon Limousine .50 Taxicab .25 Courtesy Car .50 Van .50 Mini bus .75 Bus 1.00 C. The fee to be assessed from January 1, 1993 to December 31, 1993 shall be established to recover 80% of all actual costs related to maintenance and improvement of the commercial ground transportation lanes during that time. The fee to be assessed from January 1, 1994 to December 31, 1994 shall be established to recover 90% of all actual costs related to maintenance and improvement of the commercial ground transportation lanes during that time. The fee to be assessed from January 1, 1995, and thereafter shall be established in order to recover all costs related to maintenance and improvement of the commercial ground transportation lanes. The annual fee established January 1, 1996, and thereafter shall be established by the Director of Airports upon the advice and counsel of the Airport Authority Advisory Board, and may not exceed the previous annual fee by more than ten percent (10%). A separate fee may be assessed for each type of ground transportation defined in Section 16.60.090 (B), (C), (D), (E), (F), (G), (L) and (U) of this chapter. A schedule of the established fees shall be made available by the Director of Airports to operators of ground transportation vehicles at least sixty (60) days prior to any adjustment in fees. 2 D. Upon advice and counsel for the Airport Authority Advisory Board, the Director of Airports may establish the methods of payment and collection of the fee. 16.60.120 Charges required. No ground transportation vehicle shall use the commercial ground transportation lanes without paying the fee required by Section 16.60.110 of this chapter, or its successor. 16.60.150 Staging area for taxis. A. There is established a taxicab staging area at the Airport which is designated exclusively for taxicabs entering the Airport for the purpose of obtaining a fare. B. All taxicabs entering the Airport for the purpose of obtaining a fare shall proceed to the staging area until there is an available slot open at one of the designated taxicab stands. C. When a slot becomes available at one of the taxicab stands, the taxicab first in line shall proceed to the taxicab stand and occupy the open slot. D. No driver of a taxicab seeking to obtain a fare shall go directly to the taxicab stand without first going to the designated staging area. Should there be no other taxicab 3 waiting in the staging area and an open slot at one of the taxicab stands, the driver may proceed directly from the staging area to the open slot at such taxicab stand. 16.60.160 Prearranged fares for taxis. No taxicab driver entering the Airport for the purpose of picking up a prearranged fare shall utilize the staging area or the taxicab stand, but shall park his or her vehicle in the area designed for parking of taxicabs while the driver is inside the terminal building locating his or her fare. 16.60.180 Ground transportation booths. There are established within the terminal buildings at the Airport one or more ground transportation booths for the exclusive use of authorized ground transportation businesses in coordinating travel arrangements with the traveling public. A. Solicitation of passengers by authorized ground transportation business at the Airport shall be unlawful except at a bona fide ground transportation booth established by the Airport Director. B. All authorized ground transportation businesses providing on -demand service must provide a starter at the ground transportation booth and may provide one or more loaders with the exception of an authorized ground transportation business providing limousine service only on a prearranged basis as set forth in subsection I below, and taxicabs for which a starter is optional. C. One or more authorized ground transportation businesses 4 may use the same starter. D. Authorized ground transportation businesses providing scheduled service may but are not required to provide a maximum of one starter, and one or more loaders. E. No persons other than as indicated in this section and Airport personnel shall be allowed to conduct business at any ground transportation booth. F. All starters and loaders shall wear identification badges provided by the Airport for each authorized ground transportation business represented while at a ground transportation booth. G. No drivers of ground transportation vehicles shall serve as starters at any time, except that drivers of vehicles providing scheduled service may act as starters for a period of thirty minutes immediately prior to the scheduled departure time of such vehicle. H. Except as stated below, no driver of a ground transportation vehicle shall enter any terminal building except to coordinate transportation needs between a customer and a starter. A limousine driver may enter the terminal only to meet a prearranged fare, provided that prior to entry such driver notifies the Airport Director or his/her designee of the name, arrival time, airline and flight number of the person such driver intends to meet. Such a driver may meet only that passenger and cannot solicit any other passenger or fare. Any violation of 5 this solicitation restriction by any limousine driver may result, at the Airport Director's sole option after a hearing, in such driver being barred from any further entry to an Airport terminal as a limousine driver or authorized ground transportation business employee. I. No representative of any authorized ground transportation business shall transport baggage or cargo in behalf of a customer to or from the airport without documentation such as baggage claim tickets or transfer documents clearly indicating the authority of such representative to transport such baggage. Said representative shall produce such documentation for inspection upon request by an authorized official of the Airport. 16.60.190 Staging and parking of ground transportation vehicles. In addition to the staging area parking facilities and stands established solely for taxicabs as set forth in this article, there are established parking areas, , and a commercial traffic lane for use by authorized ground transportation vehicles. The use of such facilities shall be subject to the following: A. Each authorized user shall have equal access to the parking locations. B. All parking stalls may be used by one authorized business. However, each time a vehicle of another authorized user arrives, the operator with the most vehicles in the parking 6 area must relocate one vehicle to make room for the other user(s). This procedure shall be followed until all parking spaces are filled. C. The staging area is designed for use by authorized ground transportation vehicles waiting for their group or party to arrive. Drivers of such vehicles must observe the restrictions posted in such areas. However, drivers must leave the vehicles parked in such a manner as to avoid creating traffic problems. D. The areas set aside and designated by signs as the pick up and drop off points for the Airport Authority shuttle parking lot bus are to be used only by the Airport shuttle bus; no other vehicles may use this area at any time. E. Drivers must remain with vehicles at all times except as indicated otherwise in this article. F. All loading or unloading must take place in designated areas. No loading or unloading of passengers shall be conducted in a through lane. 16.60.200 Signs. Signs may be posted at the ground transportation booth which meet the graphic standard of the Airport Authority. The signs are limited to information necessary to coordinate identification of groups No advertising is allowed. Signs may be posted only when a starter or company representative is present. SECTION 2. EFFECTIVE DATE.
