RESOLUTION NO. 135 OF 1985
OPPOSING ELEMENTS OF THE PRESIDENT'S
1985 TAX REFORM PROPOSAL
WHEREAS, Salt Lake City, like many local governments, is
stretching its current capacity to provide the basic services
required of local government; and
WHEREAS, the federal government is concurrently shifting
many of its traditional responsibilities to the local level; and
WHEREAS, the current tax reform proposal would eliminate the
tax deductibility for state, local, property and sales taxes and
the ability of cities to issue certain types of tax exempt muni-
cipal bonds, at the same time the federal budget is being
balanced with cuts in grants, entitlements and local revenue
sharing; and
WHEREAS, such action puts local governments like Salt Lake
City in the position of unfairly bearing the brunt of the
proposed tax reform;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council
of Salt Lake City, Utah, that they do hereby express their
opposition to the President's 1985 federal tax reform proposal,
as it is presently constituted, for the reasons set forth in
detail in the attached position statement by Salt Lake City
Corporation.
Passed by the City Council of Salt Lake City, Utah,
this 8th day of October, 1985.
