RESOLUTION No. 135 of 1986
WHEREAS, clerks and recorders are an important part of the legislative function
of a city and are a vital part of the governmental organization; and
WHEREAS, the Mayor and Council of Salt Lake City support our City Recorder and
her staff in the service that they provide to Salt Lake; and
WHEREAS, Salt Lake City has much to offer in the way of scenic beauty, arts,
and friendliness, along with first class hotels and convention facilities; and
WHEREAS, the Mayor and Council of Salt Lake City would be proud to have Salt
Lake City host the annual conference of a prestigious organization like the International
Institute of Municipal Clerks and would welcome the delegates;
THEREFORE, BE IT RESOLVED that the Mayor and Council of Salt Lake City invite
the International Institute of Municipal Clerks to hold their 1992 annual convention
in Salt Lake City.

#l . ;RE:- A resolution inviting the International Institute of Municipal
Clerks to hold their 1992 annual conference in Salt Lake City.
ACTION: Councilmember Mabey moved and Councilmember Kirk seconded to
suspend the rules and on first reading adopt Resolution 135 of 1986 inviting the
International Institute of Municipal Clerks to hold their 1992 annual conference in
Salt Lake City, which motion carri-ed, all members present voting aye.
DISCUSSION: Kathryn Marshall , city recorder, explained that the organ-
ization paid most of the convention costs but Salt Lake would pay the cost for some
of the registration materials and the cost to host an opening reception for approxi-
mately 1 ,200 people. She indicated that the city's cost would probably be between
$20,000 and $25,000 but said that she planned to try and get support from the
Convention and Visitors Bureau, the Chamber of Commerce, and the business community.
Councilmember Stoler indicated his support for the resolution but thought that the
cost would be much higher and suggested that the Council take that into consideration
when the time came to help raise the money.

STAFF RECOMMENDATION BY: Christine Richman
ACTION REQUESTED OF COUNCIL: Kathie Marshall requests that you suspend
the rules and adopt a re so ution inviting the International Institute of
Municipal Clerks to Salt Lake City for their 1992 convention.
BACKGROUND INFORMATION: Kathie Marshall is a member of IIMC and would
like to ost t e convention as she has attended a number of them and
found them useful . She would like this resolution adopted on first
reading because the Board of Directors for IIMC is meeting in Los Angeles
later in November and Kathie would like to ensure that they receive the
packet of information with ample time for review.
STAFF ANALYSIS AND RECOMMENDATION: I have asked Kathie to provide
information relating to the extent of up-front costs for hosting this
convention. She indicated that she will be prepared to provide that
information during the Tuesday evening Council meeting. From my
conversations with Kathie the up-front costs appear to be minimal , the
majority of which will be reimbursed from participating organizations.
Contingent upon receipt of the cost estimates staff recommends adoption
of this resolution on a first reading.
RECOMMENDED MOTION: I move that we suspend the rules and adopt a
resolution inviting the International Institute of Municipal Clerks to
hold their 1992 annual convention in Salt Lake City.

RE: A resolution inviting the International Institute of Municipal Clerks to
hold their 1992 annual convention in Salt Lake City.
Recommendation: That the City Council schedule this resolution for their
November 4,7986, meeting and adopt the resolution at that time.
Discussion: As a member of IIMC, I have attended several of their annual
conventions and have found them to be very worthwhile since they provide me
with specific information about my job. I enjoy being a member of IIMC and
would like to host their 1992 annual convention, which would draw about 1200
people to Salt Lake City. My office has been working with the convention bureau
and we will be sending a packet of information, including this resolution if
adopted, to the IIMC board members. I would like the board members to see that
the Council and Mayor support the convention.
