139 of 1986 - Mayor & City Council in Support of Meeting the National League of Cities 1990 Convention RESOLUTION 139 of 1986 R 86-1 JOINT RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF SALT LAKE CITY IN SUPPORT OF MEETING THE NATIONAL LEAGUE OF CITIES 1990 CONVENTION WHEREAS, Salt Lake City has a strong tradition of intergovernmental involvement and cooperation both through the Utah League of Cities and Towns and the National League of Cities; and WHEREAS, the Utah League of Cities and Towns has invited the National League of Cities to hold its annual convention in Salt Lake City in 1990; and WHEREAS, the Board of Directors of the Utah League of Cities and Towns enthusiastically endorsed the prospect of the convention coming to Salt Lake City; and WHEREAS, Salt Lake City is an urban center strategically located in the heart of the beautiful Intermountain West; and WHEREAS, Salt Lake City is a hub for air service, with non-stop service readily available to and from all major cities in the country; and WHEREAS, Salt Lake City' s fine first class hotels and convention facilities are in the most scenic setting in the west; and WHEREAS, the Mayor and the Salt Lake City Council would be proud to host the annual convention of the National League of Cities. NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Salt Lake City Council join the Utah League if Cities and Towns in inviting the National League of Cities to hold its 1.990 annual convention in Salt Lake City. ACTION: Councilmember Fonnesbeck moved and Councilmember Hardwick seconded to suspend the rules and on first reading adopt a joint resolution of the Mayor and the City Council , Resolution 139 of 1986, supporting a bid by Salt Lake City to host the 1990 National League of Cities Convention, which motion carried, all members voting aye. DISCUSSION: Mayor DePaulis said that this would be a major event for Sal-t-L-ake-City and other cities had pledged their support. He said that in 1988 the city was going to host the U.S. Conference of Mayors which would also he a major event. (R 86-1 ) Y i 12 November 1986 STAFF RECOMMENDATION Resolution in Support of Bidding for the 1990 National League of Cities Convention STAFF RECOMMENDATION BY: Brian Wilkinson ACTION REQUESTED OF COUNCIL: Approve, with the Mayor, a joint resolution supporting a bid by Salt Lake City to host the 1990 National League of Cities Convention. BACKGROUND INFORMATION: In April, the Salt Lake Convention and Visitor 's Bureau requested Mayor DePaulis' help in wooing the 1990 edition of the NLC convention, which would bring about 5,000 people to the City. (The local hotel industry is leaning on the Bureau to attract large conventions to help their lagging business. ) The Mayor expressed his support via a letter to Alan Beals, NLC Executive Director, as did Jan Furner, ULCT Executive Director. The Bureau then further investigated what would be required of the host city and prepared a memo outlining those requirements. (Copy attached. ) Recently, the ULCT Board met and endorsed bidding for the convention. (As an aside you may be interested to know that the Convention Bureau announced Monday that Salt Lake City will be the site of the 1991 National Association of Counties convention. ) STAFF ANALYSIS AND RECOMMENDATION: If the city was awarded the convention, the ULCT would be expected to take responsibility for at least two of the "big ticket" items required by the NLC: 1) a reception for 5,500 people (estimated cost $40,000) ; and 2) entertainment and staging expenses for the annual NLC banquet ($60,000) . Traditionally, most of these expenses are paid for by corporate sponsors, which the ULCT would be expected to seek out. The Convention and Visitor's Bureau will coordinate the bidding effort. If the convention is awarded to Salt Lake, the City would be responsible for overall coordination of the events. The City would also be responsible for a Mayor's reception for the NLC Board of Directors and VIPs (about 250 people) , which is estimated to cost about $7,500. It is anticipated a corporate sponsor or sponsors could be found to pay this cost. However, coordinating such a major convention will cost the City money and a considerable amount of staff time. On the positive side, the City could expect to benefit from the national exposure which accompanies the NLC Convention, as well as from the revenue generated by 5,000 visitors spending their money. I recommend that the Council approve the attached resolution inviting the NLC to consider Salt Lake City as host for its 1990 Convention. ® RECOMMENDED MOTION: I move that the City Council suspend its rules and adopt this resolution supporting a bid by Salt Lake City for the 1990 National League of Cities Convention.
