050 of 2015 - Approving Issuance of an RFP for the Cultural Core Master Plan R 15-1 T 15-6 RESOLUTION NO. 50 OF 2015 (Approving Issuance of an RFP for the Cultural Core Master Plan) WHEREAS, on December 10, 2010, Salt Lake City Corporation ("City") and Salt Lake County ("County") executed an Interlocal Agreement for the Sharing of Revenues ("Interlocal Agreement") for the purpose of "participating in a joint effort to enhance funding for the marketing, branding, development and improvement of 'arts and cultural activities' in the downtown Salt Lake City Cultural Core." WHEREAS, the Cultural Core is composed as the area bounded by 600 West to the west, 400 East to the east, North Temple Street to the north, and 400 South to the south. WHEREAS, under Section 2 of the Interlocal Agreement, City and County created a Cultural Core Collection Area ("Collection Area") "within which the City and County will each i dedicate a portion of its respective sales tax revenues that would otherwise have been distributed to each entity individually." WHEREAS, the Collection Area is the area bounded by 200 West to the west, 200 East to the east, South Temple to the north, and 400 South to the South. WHEREAS, under Section 3 of the Interlocal Agreement, the dedicated sales tax revenues "shall be expended solely on program support and services related to the Cultural Core in downtown Salt Lake City in accordance with the budget developed and approved by a Budget Committee." WHEREAS, under Section 5 of the Interlocal Agreement, the City and County established a six member committee ("Budget Committee") responsible for the review, prioritization and budgeting of the dedicated sales tax revenues for the Cultural Core. WHEREAS, also under Section 5 of the Interlocal Agreement, the "recommendations of the Budget Committee shall be annually adopted by majority vote and transmitted to the Mayors and Councils of the City and County for final approval." WHEREAS, the City Council appropriated $250,000 for the Cultural Core in FY 2012- 2013, with the legislative intent that "(a) the Mayor and Council approve or reject the whole plan as recommended by the Cultural Core Budget Committee, and (b) the plan for cultural core funds be submitted and approved by both the Mayor and the Council prior to any expenditure of funds." WHEREAS, the City Council appropriated $250,000 for the Cultural Core, with the same legislative intent, in each subsequent fiscal year. WHEREAS, on September 23, 2015, the Budget Committee recommended a budget not to exceed $200,000 from the dedicated sales tax revenue for the Cultural Core ($100,000 from the City and $100,000 from the County) to be used to hire a contractor for the development of the Cultural Core Master Plan. 1 WHEREAS,the City and County are prepared to issue an RFP to identify and select a contractor to develop the Cultural Core Master Plan. WHEREAS,the City intends that the Cultural Core Master Plan should be inclusive of people of diverse economic and cultural backgrounds as participants in the Downtown Cultural Core. THEREFORE,BE IT RESOLVED by the City Council of Salt Lake City,Utah: 1. To approve the use of up to$200,000 from the dedicated sales tax revenue for the Cultural Core($100,000 from the City and$100,000 from the County)for the purpose of issuing an RFP to hire a contractor to develop the Cultural Core Master Plan.
