Potential Action: June 1, 2021_______________________________________________________________BACKGROUND:
In December of 2017, the Administration applied for Salt Lake County’s Active Transportation Network Implementation Program (CATNIP) grant in the amount of $500,000 for the design and
construction of the 9-Line/900 South Trail between 900 East and 1300 East in conjunction with road reconstruction from Lincoln Street (950 East) to 1300 East. The grant also included
funding for the installation of wayfinding signage on 900 South and Gilmer Drive. At that time, the City entered into an interlocal agreement with the County.The Administration indicated
that $248,000 of Capital Improvement Program (CIP) funding was allocated for design and construction of bikeways for this project.The grant funding was awarded, and the total project
cost estimate was $745,000.
The project was not completed before the end date of the agreement and a project extension was not filed.Salt Lake County has nowcontracted with the City to complete the work and use
theremaining funding from the original agreement.The County will reimburse the City up to $55,365 to place wayfinding signage on Gilmer Drive. This will occur after the proposed pedestrian
(HAWK) beacon is installed at Gilmer Drive and 1300 East.(The Administration indicates that the HAWK signal is fully funded through other sources.)
The grant for this item is included in the Budget Amendment No. 9 transmittal. If the Council is in agreement, the interlocal will be finalized the night that Budget Amendment No. 9
is adopted (tentatively scheduled for June 1st). The Administration is recommending that the City Council adopt the Resolution authorizing the approval of an Interlocal Agreement between
the City and Salt Lake County.
