BUDGET IMPACT: Est. $(25,000) for City FY22 *Detail below BACKGROUND/DISCUSSION: Based on the existing inter-local agreement, the Landfill, which is jointly owned by Salt Lake County and Salt Lake City, submits its budget to Salt Lake City for informational purposes. This 2022 recommended budget was approved by the Landfill Board on August 4, 2021. This transmittal includes 2022 budget documents provided by the SLVSWMF and County staff. The documents are in the format and categories used by Salt Lake County who administers the SLVSWMF budget and operations on behalf of the two joint owners. The 2022 Budget request was approved by the County council on December 7, 2021. Please see the attached documents provided by the Landfill and County staff with the detailed budget numbers and proposed fee changes as of November 15, 2020. Below is a summary of the revenue and expense changes from the 2021 Adjusted Budget to the 2022 Adopted budget. The 2022 budget request includes an estimated tonnage of 485,902 which is a slight increase of 6,979 from the 2021 tonnage estimate of 478,923. The expense budget includes owner dividends. Regarding impacts to the Salt Lake City budget, an ongoing owners’ dividend from the Landfill is paid to the County and the City. Owner dividends are paid to Salt Lake City and Salt Lake County monthly. Dividends are calculated according to five categories: methane sales, metal recycling, soil royalties, time deposit interest earnings, and investment interest earnings. The City’s allocation is received as revenue to the Refuse Fund Class, in its Energy and Environmental (E&E) Fund and is used to cover Sustainability staffing and operational expenses in the E&E Fund. The City’s FY22 budgeted dividend is $515,000. Based on Salt Lake County’s adopted FY22 budget, it is expected the City’s actual revenue from owner dividends will be slightly lower than budgeted for City FY22. The decrease in owner dividends are attributed to historical reduced interest income and soil regeneration royalties.
