A RESOLUTION APRO INTING A BOARD OF EQUALIZATION
FOR ASSESSMENTS LEVIED IN SPECIAL LIGHTING DISTRICT NO. 2
AND ORDERING PUBLICATION OF NOTICE AND A HEARING OF THE
BOARD OF EQUALIZATION ON AUGUST 24, 1987,
AUGUST 25, 1987, AND AUGUST 26, 1987.
WHEREAS, the Salt Lake City Council created Special Lighting
District No . 2 on July 14, 1987; and
WHEREAS, Section 10-16-17 of the Utah Code Annotated requires
that before an assessment is levied , the Salt Lake City Council
shall appoint a Board of Equalization and Review "consisting of
three or more members of the governing body" or "consisting of
the City Recorder or designee, City Engineer or Public Works
Director or a designee from the City Attorney' s Office; and
WHEREAS, Section 10-16-17 of the Utah Code Annotated requires
notice of the Board of Equalization hearing .
THEREFORE, BE IT RESOLVED by the City Council of Salt Lake
City , Utah:
1. That a Board of Equalization and Review to consider all
facts and arguments relating to the proposed assessment in
Special Lighting District No . 2 is hereby appointed and shall
consist of the City Transportation Engineer , the City Attorney ,
and the City Recorder or their designees.
2. That the Board of Equalization will meet on Monday
August 24, 1987 from 7 : 00 o' clock p.m. to 8 : 00 o' clock p.m. , on
Tuesday August 25, 1987 from 4: 00 o' clock p.m. to 5: 00 o' clock
p .m. , and on Wednesday August 26, 1987 from 4 : 00 o' clock p.m. to
5:00 o' clock p.m.
3. That a notice of the Board of Equalization hearings set
for August 24, August 25, and August 26, 1987 shall be published
in a newspaper of general circulation in Salt Lake City, Utah.
The notice shall be published at least one time and the first
publication shall be at least 20 days and not more than 35 days
prior to the date the Board will begin its hearings. In
addition, not later than ten days after the first publication, a
notice , a copy of which is attached , shall be mailed, postage
pr epa id :
( a) Addressed to each owner of property to be assessed
within the Special Improvement District at the last
known address of the owner, using for this purpose the
names and addresses appearing on the last completed
real property assessment rolls in Salt Lake County,
Utah; and
(b) Be addressed to "owner" at the street address of each
piece of improved property to be assessed. If a street
number has not been assigned , then the post office box ,
rural route number or any other mailing address of the
improved property shall be used for the mailing of the
notice .
4 . That after the hearings have been ccmpleted and the
Board of Equalization has made its corrections, if any, the Board

findings.

NOTICE TO PROPERTY OWNERS OF MEETING
OF BOARD OF EQUALIZATION AND REVIEW
NOTICE IS HEREBY GIVEN that an assessment tax is about to be levied as amended by the City Council of Salt Lake
City, Utah, in Salt Lake City Lighting District No. 2, pursuant to the Notice of Intention heretofore published
and mailed to all property owners to be affected in such district, and that three staff personnel of Salt Lake
City, Utah, have been duly appointed to act as the Board of Equalization And Review on the tax proposed to be
levied on property within Lighting District No. 2 for Salt Lake City, and NOTICE IS FURTHER GIVEN that the lists
of the property in said district subject to said proposed tax and various amounts of tax have been completed and
are available for examination at the Office of the City Recorder, 324 South State Street, Salt Lake City, UT 84111
That said City personnel sitting as a Board of Equalization and Review on the tax proposed to be levied on
Lighting District No. 2 for Salt Lake City, Utah will meet at the Council Chambers, 3rd Floor, 324 South State
Street Salt Lake City Hall, on Monday, August 24, 1987 between the hours of 7:00 p.m. and 8:00 p.m.; and Tuesday
and Wednesday, August 25 and 26, 1987, between the hours of 4:00 p.m. and 5:00 p.m. to hear and consider any
objections or to make any corrections of any proposed assessments which said Board may deem unequal or unjust.
That on the dates specified, said lists and plats and amount of the proposed assessment against each parcel of
property shall be open to public inspection from 8:00 a.m. and 3:30 p.m. on each of said days continuously at the
Office of the City Recorder of Salt Lake City, Utah.

Amount of Assessments. It is proposed to levy assessments on property in the district to pay all or a portion of
-ne cost of sa,c services according to the benefits derived by such property py levying an assessment on all
property in the district according to frontage. The total estimated cost of all services is $597,671.10 as
cetermined by the City Transportation Engineer of which the City's portion is estimated to ^e S149,417.78 and the
-emainder is to be paid as estimated aoove by an assessment to be levied uoon property fronting or abutting upon
or adiacent to the system to be serviced, or which may be affected by or specifically benefited by any of sucn
services. If the actual cost of the imerovements exceeds the estimated cost, the governing body of Salt LaKe City
snall nevertheless have the rignt to levy assessments in excess of the estimated cost. It is anticipated that an
assessment will be made upon execution of said maintenance contract and that supplemental assessments will be
made 4rom time to time to defray the costs arising from power rate increases authorized by the Public Service
:ommission.
