ATTEST: f CHIEF DEP Y CITY RE ORDER O L N Councilmember Godfrey moved and Councilmember Kirk seconded to adopt Resolution 99 of 1989, honoring the Wastewater Treatment Plant, which motion carried, all members voted aye. LeRoy Hooton, Director of Public Utilities, said the treat- ment plant had been a real success story because ten years ago the plant was often out of compliance, over loaded, and a poor neighbor. He said they were now looking to the future and did not plan to have any rate increases for anoth- er ten years. He said the plant was fully funded and functioning, and in compliance under the clean water act. #4a.
