RECOMMENDATION: The Administration recommends that the City Council consent to the transfer
of these grants and donations from the holding account and establish a
project budget for them.

BACKGROUND/DISCUSSION: The grant holding account was established to fund grants between
budget amendments with the understanding that the grants would be submitted as part of the next
budget opening. Items transmitted are placed on a Council Consent agenda and then formally
approved during the following budget amendment. On occasion, a similar process is employed for
donations to the City.
Where necessary, resolutions were previously passed authorizing the Mayor to sign and accept these
grants and donations.

The Division of Youth & Family Services requested $75,000 to purchase one 14-passenger van for YouthCity Northwest Teen.
The van used is for the transport of YouthCity Northwest Teen participants from neighborhood middle schools and high
schools to the Northwest Community Center, which is the site for YouthCity Northwest Teen.

Economic Development will move forward in addressing the barriers to entrepreneurship identified by the Suazo Business
Center study "State of Latino Businesses in Salt Lake City." Commissioned by the department, the study identified issues
related to City policies, procedures, and digital access among the Latino business community.
The Division of Economic Development will hire a consultant to review City practices and resources and engage with City
stakeholders to determine feasible solutions to create a more equitable process for minority -owned small businesses and
entrepreneurs. Additional barriers found by the study are language access, cultural limitation, the digital divide, and an
understanding of the City government's role, process, and expectations.
