Pursuant to the provisions of Section 111, Chapter 6,

budget in proper form for all funds for which budgets are
required by said law, including budgets for the general
fund, special revenue funds, debt service funds, and the
capital improvement funds for fiscal year beginning July 1,
1988, and ending June 30, 1989. The budgets were
accompanied by a budget message as required by law.
The tentative budget (not including the budget for the

City Council on May 3, 1988.

schedules and data, have been available for public
inspection in the Office of the City Recorder for at least

The City Council fixed the time and place for a public

of the tentative budget (except the budget for the library

accordance with said notice, at which hearing all interested
parties were heard for and against the estimates of revenue
and expenditures.

budget for all funds of the City for which budgets are
required by law. On June 10, 1988, the Mayor vetoed the
final budget adopted by the City Council, except the budget
for the Library Fund. The Council did not override the
Mayor' s Veto.

( 1953, as amended) requires that before the 15th day of June
of each fiscal year, the governing body shall by resolution
or ordinance adopt a budget for the ensuing fiscal year for
