BUDGET IMPACT: In order to finalize design and commence construction on the Greenway, the Administration requests the Council approve an ordinance amending the FY 2011-2012 Salt Lake City Budget. This amendment creates a budget in the Capital Improvement Project (CIP) Fund of $6,864,549. Toe Administration is proposing to issue sales tax bonds, payable over 20 years, to cover this amount, in addition to previously-approved amounts needed for the baseline project. Introduction In October 2010, the U.S. Department of Transportation awarded $26,000,000 in federal grant funds to the Sugar House Streetcar project. Sponsored by Salt Lake City, South Salt Lake City, and the Utah Transit Authority as partners, the grant application described the proposed project as a 2-mile modern streetcar line running from the Central Pointe TRAX Station at 2100 South, along the old freight rail corridor at approximately 2200 South, east to the intersection with McClelland Street in the Sugar House Business District. In December 2011, the City Council approved, and the City executed, an Interlocal Agreement (ILA) with South Salt Lake and UTA to define the funding obligations of each of the three project partners for the Baseline Streetcar Project. The City Council also adopted FY 2011- 2012 Budget Amendment #4 to authorize the use ofup to $8,021,000 to cover Salt Lake City's commitments under the ILA, which total included the potential of a loan to South Salt Lake of up to $2,500,000. South Salt Lake has not yet indicated whether or not it will need the loan; it has until June 1, 2012 to make that decision and notify Salt Lake City. The construction contractor has been selected, and is scheduled to begin construction on the baseline project in April 2012. In briefing materials provided for the Interlocal Agreement and Budget Amendment, we provided the Council with additional information regarding the community desire for constructing a greenway and trail alongside the streetcar line, and indicated that we would provide further detail and cost estimates in April 2012. We also stated that debt for the Baseline project would likely not be issued until after the Council had an opportunity to make decisions on funding for the greenway, thereby enabling all debt for the project to be issued at once. This memorandum discusses the development of the Greenway based on community input, and the estimated costs of installing and maintaining those improvements. II. Development of the Greenway Concept In conjunction with the baseline project of the Sugar House Streetcar, Citiventure Associates, LLC was hired in May 2011 by RDA and South Salt Lake to serve as a consultant for the project. As part of its work scope, Citiventure managed the community visioning effort encompassing the Sugar House Rail Corridor between 200 West Street in South Salt Lake City and McClelland Street in Salt Lake City. Citiventure's efforts were intended to complement the design of Phase 1 of the Sugar House Streetcar line, as well as the alternatives analysis, Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page2 of 12 circulation, trail study, streetscape, and housing plan work being conducted by Fehr and Peers for the Sugar House business district. Citiventure coordinated with representatives from Salt Lake City, South Salt Lake City, and UT A to develop a collective vision and agreement on the preferred type, character, and scale of development within and immediately adjacent to the Sugar House Rail Corridor. Throughout the visioning process, the community overwhelmingly supported the creation of a greenway to parallel both sides of the streetcar line that would include plazas, the Parley's Trail, and extensive landscaping. For this reason, Citiventure dedicated a significant portion of its final report, Sugar House Streetcar: Land Use and Urban Design Recommendations, to addressing this desire, albeit in general terms. By January 2012, it was apparent that the success of the Sugar House streetcar line as a neighborhood asset and development catalyst would depend heavily upon constructing a series of high-quality public spaces along the corridor adjacent to the streetcar. While the streetcar's baseline project can function as a stand-alone project, the baseline scope of work does not include any improvements to the corridor beyond those needed for operation of the streetcar. Therefore, under the baseline project (whose scope and budget the City Council approved in December 2011 ), the contractor will construct a single-track streetcar line, 7 stops with basic amenities, and overhead electrification. The remainder of the 66-foot wide corridor, owned by UTA, would remain unimproved, and would continue to look much as it does today. Based on the large amount of public feedback supporting construction of trails, plazas, and landscaping in the corridor, the RDA engaged CRSA to develop a design and cost estimate for the Streetcar Greenway and Parley's Trail Project ("Greenway Project"). If adequate funds can be committed by April 2012, the Greenway Project can be constructed in conjunction with the Baseline Streetcar project, and completed by the end of 2013. The work requested of CRSA was to further define, through a comprehensive public involvement process, which improvements should be implemented into the Greenway Project and at what cost, thereby providing valuable planning and budgeting information to the RDA Board, City Administration, and City Council. CRSA was tasked to provide 60% design drawings and a 60% design cost estimate by March 30, 2012. It was determined this level of detail could feasibly be achieved within the time allowed, while also providing enough information to move forward with budget discussions in April 2012. Furthermore, CRSA's work thus far on the Greenway Project has been intended to augment design work that has been done for the corridor by Citiventure Associates, LLC and HDR as well as design work done for the Sugar House business district by Fehr and Peers. This prior work has been essential to the design of the Greenway Project and has provided the appropriate context under which CRSA has been able to progress the project to the 60% design level. UT A, South Salt Lake, and Salt Lake City have worked together to select the Contractor for construction of the Sugar House Streetcar Baseline Project, and construction begins April 2, 2012, and is scheduled to be complete by August 2013. Construction will be followed by several months of testing and training before the streetcar opens to the public. The Greenway Project is a Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page] of 12 separate project from the design and construction of Phase I and will, therefore, be funded separately. The intent now is to bring the design drawings and cost estimate of the Greenway Project to the 100% level in order to construct the improvements concurrently with those in the Baseline Streetcar Project. In order to create a seamless, fully integrated project, South Salt Lake City continues to be a valued partner with Salt Lake City and UTA on the design of the Sugar House Rail Corridor and Greenway Project. However, for a variety of reasons, South Salt Lake City has elected to only participate through conceptual design on the Greenway Project, and will not initially pursue detailed design or construction of improvements. III. Greenway Project Components The 60% design completed by CRSA is best described by the attached illustrations, also provided as support for the presentation at the March 20, 2012 RDA Board meeting. The key components of the design are described below. 1. Greenway, Plazas, and Trail Improvements: $5,149,256 a. Parley's Trail 1. The Greenway Project would include installation of the Parley's Trail alongside the streetcar track from 500 East to McClelland Street. 11. In most segments, the trail will be 12 feet wide, and will run on the north portion of the corridor from McClelland Street to 500 East. m. The non-profit organization known as Parley's Rails, Trails & Tunnels Coalition (PRATT), was founded to "assist city, county, state and federal agencies and other public and private partners in completing a multi-use trail along 1-80 via Parley's Creek Corridor and the Sugar House Rail Spur to connect the Bonneville Shoreline Trail with the Provo/Jordan River Parkway." It's efforts have been largely successful in raising funds to complete various segments of the trail, including the intricate system of bridges over the I-80/I-215 interchange, and The Draw - a National Endowment for the Arts-funded design competition that resulted in the plans for a trail connection beneath 1300 East to connect Hidden Hollow and the Sugar House Business District with Sugar House Park. b. Crushed Gravel Walking Path 1. Along the south edge of the corridor, from McClelland Street to 500 East, the project will include a narrower walking path, roughly 4 feet wide, formed with decomposed granite. c. Paved Plazas at Major Street Intersections. 1. At each location where the streetcar corridor intersects a primary street (500 E, 700 East, 900 East) the Greenway Project will include large paved plazas, measuring approximately 80-100 feet ( east to west) by 45-66 feet, using the full width of the corridor. These areas will serve as gathering Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page 4 of 12 spaces, enabling adjacent businesses to benefit from the presence of a streetcar stop, and providing the opportunity for residents to gather and access the corridor. 11. These plazas are designed to utilize stamped concrete to provide an aesthetically appealing, durable surface to accommodate street furniture, bike racks, and heavy foot and bicycle traffic. They also provide a welcoming entry point to the corridor. d. Landscaping between Plazas, along the Parley's Trail. 1. Landscaping is critical to creating places people want to use. The Greenway Project will install native and/or adapted plant material that has interesting color and form during all seasons. 1. Landscape Buff er: a. Where possible, a landscape buff er will be installed between the corridor and adjacent properties. Columnar tree (8'-12' spread) varieties that are tall enough to provide an attractive shade canopy but narrow enough so as to not overly extend into either the Parley's Trail or the adjacent properties. b. Low-growing shrubs will also be integrated into the landscape buffer. The non-continuous landscape buffer will be dense enough to provide some visual separation between adjacent properties and to filter noise from the corridor, yet not so dense so as to block the view of the corridor. 2. Spatial Definition: In combination with other site amenities, non- continuous landscaping areas will be used to distinguish the track bed area from the balance of the space within the corridor. 3. Irrigation: The landscaped areas will be irrigated by a combination of pop-up spray heads and drip irrigation. The irrigation system will be centrally controlled. e. Lighting 1. The objective of installing lighting within the corridor is to create a safe user experience both during the day and at night. Overhead lighting, with downlight fixtures, will be installed at each intersection and plaza area, and possibly mid-block at each block. Bollard lighting or other pedestrian-scale lighting (12'-15' pole height), will be installed between plaza areas. The bollard lighting or other pedestrian-scale lighting is intended to help delineate the track bed area from the balance of the corridor, therefore enabling the user to sense where he or she is at all times within the space. In addition to providing visual cues for safety throughout the corridor, the strategic placement of bollard lighting or other pedestrian-scale lighting will encourage user permeability to both sides of the track bed. Benches will be installed at all plaza areas and other strategic locations throughout the corridor in order for users to rest and socialize. Bike racks will be provided at all plaza areas to encourage bicyclists to take advantage of the regional transit system. Garbage cans will be located at all plaza areas and other strategic locations throughout the corridor as a means to help keep the corridor clean. All site furniture will have a unified look in terms of materials and style. Drinking fountains will not be provided within the corridor. 2. Street Intersection Improvements: $586,475 a. To enhance user safety on both the Parley's Trail on the north of the corridor and the strolling path on the south, the Greenway Project will install stamped, colored concrete crosswalks at each intersection, including the alleys between 700 East and 800 East. 3. Public Art & Neighborhood Identity Features at Plazas: $300,000 a. Community members have expressed a desire to be able to "brand" the plaza and station areas in ways that are unique to and reflective of their adjoining neighborhoods. The plazas also provide an ideal opportunity for public art that will enhance the identity and aesthetics of those spaces. An allowance of $300,000 could be used to fund such efforts at each of the main street intersections: 500 East, 700 East, and 900 East. 4. Embedded Track: $265,000 a. The Baseline Streetcar project scope and budget provided only for the most basic functional treatment of the streetcar track, a ballasted track treatment that mounts the tracks on a base of gravel ballast, which must, in turn be contained by barrier curbs on both sides of the track. To provide more horizontal space for trail and plazas, as well as to make the corridor as inviting and permeable as possible, the project team asked the contractors to bid an upgrade to concrete embedded track. b. Because the embedded track section is much shallower, far less excavation is needed than would be the case for a ballasted approach. The ballasted track would have required a much deeper excavation, causing increased conflicts with underground utilities and contaminated soils. c. Based on the costs of upgrading to embedded track on the North Temple light rail project, we expected the upgrade to concrete embedded track to cost as much as $2.1 million from 500 East to McClelland. Because of the shallower section and the need to avoid underground conflicts, the incremental cost of embedded track over ballasted is only $530,000 for the entire corridor, or $265,000 per city. 5. Final Design & Engineering: $500,000 Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page 6 of 12 a. Pursuant to its contract with the RDA, CRSA has completed 60% design of the corridor improvements. If the Council approves the Greenway Project, CRSA's drawings will need to be refined to 100% Construction Drawings, at a cost of approximately $500,000. The cost of completing design and constructing all of the components described above is estimated at $6,800,731. The scope of work accomplished with this amount of funding would provide the corridor with the clean, finished look of a high-quality public space. At its most basic level, the improvements will create a series of public plazas connected by landscaped trail segments. The trail will continue through each of the public plazas, but will be less-defined at those locations, allowing all users to mingle and gather in the plaza spaces. IV. Greenway Components Considered, But Not Recommended During the development of the project, several options were carefully evaluated by the project team. Those options are described here, but are not recommended by the Administration for inclusion in the project. 1. Grass Track & Irrigation: $2.13 million a. This option would entail installing turf grass between and around the streetcar tracks. A grass track design option requires divergence from the typical embedded track cross-section, to a design which much more closely resembles a ballasted design. The ballasted design has a much deeper cross-section than the embedded approach, increasing costs associated with excavation of contaminated soils and conflicts with underground utilities. The ballast is then covered with topsoil, which must be contained by barrier curbs on both sides of the track section. The required irrigation system would most likely be installed outside of the track bed and not between the tracks. b. The project team has concerns about incorporating a grass track design, including: 1. Added cost to install and maintain; 11. Severe impact on schedule for design and construction, making it extremely difficult and more expensive to comply with PTA-required time line for the project. m. Test sections on Airport LRT line have not been in place long enough to evaluate. 2. Live Roof Lanscaping & Irrigation System: costs unknown a. CRSA has proposed that a planting system currently used on "living rooftops" could be inserted in trays between the tracks in an embedded configuration. This avoids some of the issues triggered by a pure grass track approach, but is completely untested. Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page 7 of 12 b. The project team has concerns regarding this approach, including: 1. Added cost to install and maintain; 11. UT A is not aware of any system that has incorporated this approach. As a completely untested approach, a great deal of time would need to be devoted to design of the embedded track bed, to ensure structural stability and drainage are adequately addressed. 111. The trays would need to be custom-designed and fabricated for this project, causing schedule delays that would make it extremely difficult and more expensive to comply with FTA-required time line for the project. iv. Maintenance also raises safety concerns. Analysis: In examples across the nation, high-quality public spaces-especially well designed green spaces-show time and again their ability to improve communities through increased property values, community gathering spaces, foot traffic and retail activity, and dramatic increases in private investment. Particularly in urban areas, green infrastructure provides a refuge and gathering place that promotes social interaction and recreational activity. The Sugar House rail corridor, which will be only partly consumed by the streetcar tracks, provides a unique opportunity to enhance the Salt Lake City and South Salt Lake City neighborhoods through which it passes. The proposed Sugar House Greenway and Parley's Trail improvements (Greenway Project) will provide a high-quality recreational amenity that will serve surrounding neighborhoods and the region, will complete one of the final segments of a regionally-significant trail system, and will dramatically enhance business opportunities and property values in the Sugar House area. The Administration proposes to fund the Greenway Project with the remainder of the CIP CAM placeholder as well as a sales tax revenue bond. In the FY 2011-12 budget, the Mayor recommended and the Council approved the set-aside of $2,700,000 in the CIP budget ($2,500,000 in future years) for funding for major projects. To date, $291,777 has been spent from the FY 2011-12 placeholder amount, leaving $2,403,223 available for use in this fiscal year. The Administration recommends using this remaining amount for the Greenway project. The Administration further recommends that the City issue a sales tax revenue bond for the remaining design and construction costs, plus issuance costs, totaling approximately $4,456,326. Assuming a 20-year bond for this project, which would be combined with the baseline project for issuance, annual debt service for the Greenway portion of the bond would be approximately $306,000. The Administration proposes to use a portion of the CAM set aside in the CIP Fund, beginning in FY 2013, for this project. Attachment 8 provides a list of the proposed uses of the set aside that have been discussed to date. Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page 8 of 12 In addition, there are several additional funding sources that could be used at a future date. While these sources are not all certain to materialize, the Administration offers them for the Council's information and consideration. Potential Additional Funding Sources: 1. Baseline Project Cost Savings There is the possibility that any savings to the construction budget of the Baseline Project may be reallocated to the project pursuant to FTA approval. If the savings are significant enough, and if FTA approves the use of grant funds on the proposed improvements, some portion of the local funds invested may be matched by federal dollars. 2. Salt Lake County The Salt Lake County Council is considering a Parks Bond to pay for open space, trails, and other public space improvements throughout the County. The Council will vote this June on whether to put the Parks Bond on the November 2012 ballot. The County Administration is recommending $2 million of the Parks Bond allocations to construct the portion of the Parley's trail from 1 700 East to 500 East. The County Council may change the dollar amounts as recommended by the Administration, and the bond would need to secure voter approval in November. If the bond is successful, the portion allocated for Parley's Trail could offset some of the proposed Greenway Project costs, thereby reducing Salt Lake City's investment in the Greenway. 3. Park Impact Fees Recent City Council discussions have included an approach whereby the Greenway Project would be funded to some degree with an increased Parks Impact Fee. If the Council chooses to include this project in the Parks Impact Fee calculation, these funds could be used to service the debt for this project in the future. Operations and Maintenance Funds: 1. Salt Lake City Parks and Open Lands Budget Allocation Salt Lake City Public Services division estimates the annual maintenance cost for the greenway improvements of $208,817. These cost estimates include concrete/paver repairs, electrical inspections and repairs, mowing, edging, fertilizing, herbicide spraying, trash cans ( empty and replace liners), litter clean up, irrigation inspection and repair, sidewalk sweeping and pressure washing, snow removal, weeding, leaf clean up, graffiti removal, and administration. In addition, the Public Services Department would need to purchase additional equipment in the first year at an estimated cost of $75,900. These costs will need to be funded in the City's Operating budget beginning in FY 2014. 2. Special Assessment Area (SAA) Funds Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page 9 of 12 RDA staff has conducted numerous discussions with adjoining commercial property owners regarding the creation of a Special Assessment District to support the Greenway Project. Between 500 East and McClelland Street, the largest concentration of commercial properties adjacent to the corridor is on between 600 East and Lake Street. Most other segments of the corridor are adjoined primarily by residential uses. The majority of commercial properties between 600 East and Lake Street are supportive of creating an SAA. However, preliminary calculations indicate that a reasonable assessment rate that could be supported by the property owners is likely insufficient to fully cover annual maintenance costs for the whole corridor. They could, however, make a meaningful contribution to their portion of the corridor's maintenance needs, and we will continue those discussions in hopes of securing support for an SAA to support maintenance of a portion of the corridor. 3. Salt Lake County Salt Lake County currently manages the Parley's Trail as part of its regional trail system and acts as the construction manager and oversees the maintenance of the trail. The County maintains the section of the Parley's trail in Tanner Park and Parley's Historic Nature Park. The County has also agreed to maintain the sections of the Parley Trail under construction in Hidden Hollow and The Draw at Sugar House. The County has provided a verbal commitment to maintain the Parley's trail section in the rail corridor. PUBLIC PROCESS: The public process for Phase I was a collaboration of the RDA, City of South Salt Lake, Citiventure (Consultant), and UTA. The public process for the Greenway Project was also conducted jointly with South Salt Lake City and consisted of two stakeholder meetings, two public open houses, four block-by-block meetings, monthly updates to the Community Advisory Committee and Sugar House Merchants Association, and periodic updates to the Sugar House Community Council. See Attachment I-Greenway Project Timeline and Project Flow and Attachment 3-Concept Workbook. Stakeholder Meetings The stakeholder group consisted of approximately 40 individuals ( e.g., property owners, business owners, developers, Sugar House Community Council members, Sugar House Merchants Association, PRATT, Salt Lake City Bicycle Collective) representing various interests along the Sugar House rail corridor. To build on prior visioning work, CRSA presented a visual preference survey and a brainstorming/mind mapping exercise at Stakeholder Meeting #1. Between the two stakeholder meetings, CRSA refined the design concepts and drawings to reflect the input received at Stakeholder Meeting #1. Stakeholder Meeting #2 served as a venue for the group to provide additional feedback pursuant to the revised design materials that were presented by CRSA. See Attachment I-Greenway Project Timeline and Project Flow and Attachment 2-Concept Workbook. Sugar House Streetcar Greenway & Parley's Trail - City Council Transmittal Page JO of 12 Open Houses Both open houses were very well attended and highly productive. At Open House #1, which was held Kimball Distributing in South Salt Lake, CRSA presented design concepts to the group that were conceived during the Phase I visioning process and Stakeholder Meeting # 1. At Open House #2, which was held at the former Deseret Industries property in Sugar House, CRSA presented 50% design drawings to the group for comment. See Attachment I-Greenway Project Timeline and Project Flow and Attachment 2-Concept Workbook. Block-by-Block Meetings See Attachment 3-Summary of Block-by-Block Meetings. The stakeholders were shown a series of images depicting streetcar lines, trail systems, civic spaces, public activity, recreation spaces and greenways. They were asked to appraise the Images concerning the Streetcar Greenway project. These images are the overall results of that survey, and they have been used to generate Initial concepts and schemes for the Streetcar Greenway. GREENWAY 2 4 2 Common themes included en- hancing the pedestrian experience along the Sugar House Streetcar Greenway.
