BACKGROUND/DISCUSSION: Holli Adams of Architectural Nexus initiated a petition on
behalf of the property owner, Salt Lake County, to amend the zoning text to create a sign overlay
as it applies to the Salt Palace Convention Center. The primary purpose of this amendment is to
increase the amount of signage and permit new types of signs to improve wayfinding at the
entrance to the Convention Center’s parking garages and pedestrian entrances. This sign overlay
is intended to aid both the pedestrian and vehicle travelers to the convention center.
The request aims to allow new permitted sign types and allowances for the identified subject
properties illustrated on the map on the following page. The requested overlay would be created
under the provisions of 21A.46.130 “Localized Alternative Sign Overlay District” and would
supersede the sign allowances specific to the underlying zoning district which is D-4 (Downtown
Secondary Central Business). The purpose statement of the Localized Alternative Sign Overlay
is as follows:

Large scale land uses (such as shopping center, an office park, a special purpose district
use such as the airport, or large institutions such as universities or medical centers
having a multibuilding campus) have common design elements that can be complemented
and enhanced through the use of special signage. Localized alternative sign overlay
districts allow for the creation of special sign regulations to meet the needs of these
situations.
This same type of signage overlay has been used before to allow for unique and flexible signage
packages at other significant cultural and civic institutions downtown, including Regent Street,
Library Square and the Delta Center Arena. The proposed sign boundaries are depicted on this
map below.
This proposal was heard by the Planning Commission prior to SB 272 Capital City Revitalization
Zone being passed. This proposal is not part of the process to create a project area under that
bill. The Planning Division expects to process future sign regulations for any proposed project
area under this bill.
PLANNING COMMISSION REVIEW AND RECOMMENDATION: The Planning
Commission held a public hearing on this item on February 28, 2024. The Planning Commission
expressed concern over the inclusion of UMOCA and Abravanel Hall in the overlay, as well as
the potential illumination of the requested signs. To address this concern, Planning Commission
forwarded a positive recommendation with two additional conditions for City Council:
• UMOCA and Abravanel Hall be removed from the overlay; and
• The City Council carefully consider limitations and regulations around illumination of
signs, projecting signs and displays, LCD displays and projected images.
The removal of UMOCA and Abravanel Hall is reflected in the proposed map associated with
the ordinance.
PUBLIC PROCESS:
• March 22, 2023 – Petition for the text amendment was accepted by the Salt Lake City
Planning Division.
• April 6, 2023 – The petition was assigned to Michael McNamee for staff analysis and
processing.
• April 20, 2023 – The petition was deemed complete.
• April 23, 2023 – The surrounding property owners and residents within 300’ of the
subject properties received an early notification by mail. There was no formally
recognized Downtown Community Council at the time of this application.
• April 2023 – February 2024 The project was posted to the online open house webpage.
• February 16, 2024 – Public notification mailed for the Planning Commission Hearing.
• February 16, 2024 – Property posted for the Planning Commission Hearing.
• February 28, 2024 – The petition was heard by the Planning Commission.

An ordinance amending Chapter 21A.46 of the Salt Lake City Code pursuant to Petition
No. PLNPCM2023-00169 to create the Salt Palace Convention Center Sign Overlay.
WHEREAS, the Salt Lake City Planning Commission (“Planning Commission”) held a
public hearing on February 28, 2024 to consider a petition submitted by Salt Lake City Mayor
Erin Mendenhall (Petition No. PLNPCM2023-00154) to amend Chapter 21A.46 of the Salt Lake
City Code to create the Salt Palace Convention Center Sign Overlay; and
WHEREAS, at its February 28, 2024 meeting, the Planning Commission voted in favor
of transmitting a positive recommendation to the Salt Lake City Council (“City Council”) on said
petition; and
WHEREAS, after a public hearing on this matter the City Council has determined that
adopting this ordinance is in the city’s best interests.
NOW, THEREFORE, be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1. Amending the text of Salt Lake City Code Subsection 21A.46.110.A.3. That
Subsection 21A.46.110.A.3 of the Salt Lake City Code (Zoning: Signs: Sign Regulations for
Downtown Districts: Sign Regulations for the D-1 and D-4 Downtown Districts) shall be and hereby
is amended to add a new subsection d., with no other changes to subsection A.3, and which shall
appear as follows:

NOTICE OF PUBLIC HEARING
The Salt Lake City Council is considering Petition PLNPCM2023-00154 – Salt Palace
Convention Center Sign Overlay. Holli Adams of Architectural Nexus has initiated a petition on
behalf of the property owner, Salt Lake County, to amend the zoning text as it applies to the Salt
Palace Convention Center. The request would create a sign overlay district that would apply to
the Salt Palace Convention Center and would supersede the sign allowances of the D-4
(Downtown Secondary Central Business) zoning district. The property is located at
approximately 90 S. West Temple. The property is zoned D-4 and is located within Council
District 4, represented by Eva Lopez Chavez.
As part of their study, the City Council is holding an advertised public hearing to receive
comments regarding the petition. During the hearing, anyone desiring to address the City
Council concerning this issue will be given an opportunity to speak. The Council may consider
adopting the ordinance the same night as the public hearing. The hearing will be held:

Salt Palace Convention Center Signage Zoning Amendment Application 2-16-2023
Submittal Requirements:
1. Statement declaring the purpose of the amendment:
The purpose of the signage zoning amendment for the Salt Palace Convention Center
is to address the three main issues – 1) Parking Visibility and Safety, 2) Building
Entrance and Event Identification, and 3) Amenity / Special Event signage. The Salt
Palace Convention Center Covers most of 3 city blocks and has multiple entrances and
parking accesses around the building as well as a city street going under the building.
The unique configuration of the building as well as the multiple special events and
numerous attendee needs over all hours of the day demand multiple signage types and
placements that can be seen from close, medium and far distances. The multiple lanes
of travel around the Salt Palace Convention Center necessitate easily visible signage
from a distance to navigate lane transitions safely, as well as pedestrian safety. The
addition of the Hyatt Convention Center Hotel adds new resta urants to the block and
lengthens the time of building function necessitating electronic and lighted displays.
The existing zoning for the area of the Convention Center does not anticipate a large
three block building with multiple assembly events, and is written around a typical
downtown storefront need.
2. Description of the proposed use of the property being rezoned:
The property being rezoned is to retain it’s current use as a convention center as well as
recognize the added use of a convention center hotel attached to the facility.
3. List the reasons why the present zoning may not be appropriate for the area:
The existing zoning for the area of the Convention Center does not anticipate a large
three block building with multiple assembly events, and is written around a typical
downtown storefront need.
The current zoning does not fully recognize the safety issues associated with large
event parking entry and exiting of the parking facility, particularly along 300 West and
200 South.
4. The request amends the Zoning Map. The following parcel numbers are to be
changed:
