COORDINATION: It should be noted that Council Staff has requested the Arts Council only
send one deaccession memo annually. We will make our best efforts to accommodate this request,
but ordinance requires “the Mayor will give notice to the City Council at least forty-five (45) days
prior to the deaccession of any work of art in the City's collection”. Should an artwork of
significant interest be at risk of loss, it would necessitate an additional memo in a timely manner.
BACKGROUND/DISCUSSION:
Mayor Erin Mendenhall approved the recommendation from the Salt Lake Art Design Board
enclosed, made in consultation with the Public Art Program, in favor of deaccessioning the
following artworks from the City’s permanent public art collection per:
Ordinance: 2.30.050: ART DESIGN BOARD JURISDICTION (Ord. 7-21, 2021: Ord. 67-13, 2013)
E. Recommending to the Mayor and the deaccession of works of art in the City's collection. If
the Mayor accepts such recommendation, the Mayor will give notice to the City Council at least
forty-five (45) days prior to the deaccession of any work of art in the City's collection, unless it
must be removed to mitigate an imminent safety hazard.

According to Salt Lake City’s Public Art Program Artwork Deaccessioning Policy and Guidelines
adopted by the Sal Lake Art Design Board on December 2, 2021, an artwork can be removed from
our permanent collection when:
a. The work of art requires excessive or unreasonable maintenance on an ongoing basis,
exceeding the maintenance requirements anticipated at the time of accession;
b. The artwork has been damaged or has deteriorated and the cost of repair is
disproportionate to the aesthetic, monetary, and/or cultural value of the object as
determined by Salt Lake City Arts Council staff, the Art Design Board, or by an expert;
c. The condition of the artwork is in such a deteriorated state that restoration would prove
either unfeasible, impractical or would render the work essentially false;
d. It has been assessed to represent a physical threat to public safety and/or staff or is
hazardous to other items in the collection;
e. The condition or security of the artwork cannot be reasonably guaranteed;
f. The work of art lacks physical integrity;
g. The work of art does not exist due to theft, accident, or natural disaster.
ARTWORKS FOR DEACCESION:
a. Untitled (4th Avenue Stairwell) by William Littig
Untitled, by William Littig was a collection of concrete stamps located on the top and
bottom landing of a City Creek stairwell at about 4th Avenue. The artwork was installed in
2008. The purchase price is unknown. In 2020, the Public Art Program commissioned a
Maintenance and Condition Assessment of its permanent collection to identify immediate
needs and prioritize efforts within our program. Untitled (4th Avenue Stairwell) was
identified as Priority 4 – condition acceptable. The report found that the concrete stamps
have naturally worn out and no longer have the visual characteristics observed when they
were first installed. The Public Art Program recommends the formal deaccession of this
artwork as it has reached its expected lifespan.
b. Peace Cradle by Dennis Smith
Peace Cradle by Utah artist Dennis Smith was a bronze sculpture Russian section of the
International Peace Gardens. In 1991, Peace Cradle was erected in memory of Mr. Lowell
Turner, the leading Utah proponent of better Soviet-U.S. relations and who helped
establish the Soviet city of Chernivtsi – in the Ukraine – as Salt Lake’s sister city. The
sculpture was donated to the City. The Public Art Program collection holds a second Peace
Cradle sculpture, currently located at the Gallivan Street Center. Peace Cradle at the
International Peace Gardens was identified as Priority 3 – cleaning/waxing on the 2020
Maintenance and Condition Assessment. On March 4, 2022, the sculpture was reported
stolen by Public Lands employee, Charlene Badger to the Salt Lake City Police
Department. There was no video footage of the theft. Replacement of this sculpture is cost-
prohibitive and funding to purchase another cast is not available or recommended by the
Public Art Program nor Public Lands due to ongoing security concerns at the International
Peace Gardens. The Public Art Program is working with Public Lands and Metal Arts
Foundry to prevent future thefts of public artworks at the International Peace Gardens.

c. Vines And Leaves by Brad Taylor and Kerri Buxton
In 2002, a series of pavers were designed by local artists Brad Taylor and Kerri Buxton and
installed in the driveway and parking lot of the Art Barn located in Reservoir Park. The
cost of the pavers was $350. The 2020 Maintenance and Condition Assessment identified
Vines and Leaves as Priority 4- condition acceptable. However, the report noted that most
of the pavers had chips, cracks, and broken edges due to natural wear and tear. Since
2020, all the pavers have continued to deteriorate and the ones in worst condition were
removed by City Staff and replaced with ordinary painted concrete.
d. 200 West Planters by John Riddle and Paul Health
200 West Planters by artists John Riddle and Paul Health are a collection of 27 painted
concrete planters in vibrant colors, some with added mosaic tile strips. This artwork was
installed along 200 West between North Temple and 700 South in 2013. The purchase
price of each planter was $1,179. The 2020 Maintenance and Condition Assessment
identified this artwork as Priority 2 - Moderate action: peeling paint, early corrosion, etc.
The report noted several planters in poor condition, with severe cracks or significant loss
that threatened their overall stability. Six of these planters had significant cracks,
abrasions, and chipped concrete and tiles. The report recommended deaccession for these
six planters. Due to their continued deterioration and possible safety threat, the Public Art
Program worked with the Streets Division to remove these planters from view earlier this
spring. The Public Art Program aims to allocate maintenance resources to the remaining
planters.

SYNOPSIS:
Unknown suspect stole a bronze statue from the International Peace Gardens sometime during the
week. Complainant did not have any surveillance footage of the incident. Axon camera not used due
to call being handled over the phone.
DETAILS:
On March 4th, 2022 I contacted the complainant, Charlene Badger, on phone number (801)
514-0123. Charlene is an employee with the Public Lands department in Salt Lake City. Charlene
said she was walking through the International Peace Gardens located at 938 S. 900 W. cleaning up
trash when she noticed a bronze "Cat's Cradle" was missing. Charlene described the statue as being
approximately 3.5 feet tall and solid bronze. She estimated it to be over $1,000 but did not have an
exact dollar amount. Charlene did not know when the statue was stolen but said it was sometime
during the week.
I provided Charlene with the case number to the incident. I advised her to call back if she was able
to obtain any suspect information. I took no further involvement in this case.
