ORDINANCE CONSIDERATIONS:
2.30.060: FUNDS FOR WORKS OF ART; REQUESTS FOR APPROPRIATIONS:
A. When so designated by the City Council, in its appropriation for capital improvements, all
City departments shall expend, as a nondeductible item out of any monies appropriated for the
planning, design and construction of construction projects, an amount equal to one and one-half
percent (1.5%) of such appropriations for the acquisition and installation of works of art and
ornamentation, ten to twenty percent (10-20%) of which will be deposited in the public art
maintenance fund and used to provide maintenance for existing works of art. The Mayor shall
provide a report to City Council of works of art that require maintenance and the

estimated cost of such maintenance prior to the funds being deposited in the public
art maintenance fund.
BACKGROUND:
The Public Art Program recommends to the Finance Department that 20% of the FY24-25 CIP
Percent-for-Art funds ($40,000) be deposited to the Maintenance Fund based on the attached
report. This report will also be sent to Mary Beth Thompson for its proper designation.
Additionally, we have included a detailed report for FY23-24 Completed/In-Progress Artwork
Maintenance Projects.
The programmatic basis for assessing artworks remains a comprehensive plan that surveyed 150
public artworks in City-owned parks, streets, plazas, and buildings, along with 92 artworks located
at the City & County Building. Funding for this report was provided by City Council in FY19-20.
Each artwork was assigned a Priority Code Ranking from 1 to 4 with notes on each item’s
installation and condition with recommended actions for maintenance and repair. The criteria for
each of the priority codes are as follows: [1] Immediate action: structural issues, visually
unsightly; [2] Moderate action: peeling paint, early corrosion, etc.; [3] Cleaning / waxing; and [4]
Condition acceptable. Although not required of ordinance, below we have included a progress
report on FY23-24 completed repairs from the previous year’s transmittal.
FY23-24 COMPLETED AND IN-PROGRESS ARTWORKS ADDRESSED FOR
MAINTENANCE AND CONSERVATION
During FY23-24, the Public Art Program addressed maintenance needs for 26 individual artworks
in the City’s permanent collection, with a total expenditure of $142,340.83. Of this, $63,890.83
came from the Percent-for-Art/CIP Maintenance Fund, $19,450 from CIP General – Public Lands
allocation, and $59,000 from the Mayor’s Office (see Attachment A).
The artworks addressed in the Public Art Program’s FY23-24 maintenance and conservation
efforts ranged greatly in scope, duration, location, and total cost and were built upon the
established foundations of our program’s maintenance strategy. Artworks addressed by the Arts
Council in FY23-24 were previously identified as Priority 1, 2, 3 & 4 in the Condition & Inventory
Assessment Report noted above. Other repairs outside of this report included five artworks that
were vandalized or damaged unexpectedly throughout the year. Some of these repairs include:
Imagine, a vinyl mural that was partially replaced; the Greek Goddess statue of Hebe at the
International Peace Gardens; Glendale Gather Blocks, a project that includes both sculptures and
murals was restored, and; two sculptures comprising Nine Muses in 9th & 9th that were damaged
by contractors during the 9-Line project construction and were subsequentially repaired. These
artworks are noted as Unexpected Repairs (UR*) in Attachment A.
Additionally, the Arts Council helped managed the restoration and reinstallation of four artworks
at Jordan Park’s International Peace Gardens. These artworks include the Irish Cross, Little
Mermaid (ongoing), the Olmec Head, and the Greek Goddess statue of Hebe. These repairs were
funded by Public Lands’ CIP Maintenance funds.
Lastly, four individual artworks were formally deaccessioned from the permanent collection (this
was a professional recommendation found on the Condition & Inventory Assessment Report and
their deaccession was recommended by the Art Design Board and approved by Mayor Mendenhall
in May 2024. The 200 West Cycle Track Planters and Vines and Leaves were partially
deaccessioned due to structural concerns; Peace Cradle was stolen from the International Peace
Gardens, and; William Littig’s Untitled (4th Avenue Stairwell Pavers) near Memory Grove was
deaccessioned due to natural fading of the artwork.

FY24-25 MAINTENANCE AND CONSERVATION ARTWORK PROJECTIONS
For the current FY24-25, the Public Art Program intends to address the maintenance needs of
thirteen artworks (in addition to two potential deaccessions) in its permanent collection, for a
projected total cost of $73,529 ($33,069 of this funding will come from the CIP Percent-for-Art
Maintenance Fund an $40,460 of this funding will come from the CIP General -Public Lands
fund). A contingency of $15,000 of our current available funds has been included in this total to
plan for unexpected repairs in FY24-25, which is a conservative estimate based on the previous
year’s data for unexpected repairs (Attachment B).
Our FY24-25 Maintenance and Conservation strategy varies greatly in scope, price, and location.
According to the Public Art Program Ordinance, after City Council receives this report, the
Percent-for-Art allocation will be issued to the Arts Council for its Public Art Program. We
recommend that 20% of this total ($40,000) is directed towards supporting the works outlined in
this transmittal.
It is important to note that although most of our maintenance and conservation efforts for this
Fiscal Year are largely rooted in the recommendations found on the Condition & Inventory
Assessment Report from FY20, the condition of some artworks has worsened since, which
requires us to strategize our immediate needs base on the artwork’s individual needs, safety
concerns, structural integrity, geographic equity, bundling vendors for cost savings, and overall
prominence within the community or collection. Our Program will continue to prioritize future
conservation efforts based on these considerations.
KEY CONSIDERATIONS
It is important to note that there are artworks in the Public Art Collection that we’d like to address
in the near future but are currently not being considered due to their complexity and high
refabrication & conservation estimated cost (see attachment C). Additionally, several artworks in
need of conservation are two-dimensional pieces within the Fine Art Collection housed in the City
and County Building. Current CIP funding regulations prohibit the use of funds on non-
capitalized objects, which include these artworks. Additionally, several of the works were funded
by the RDA, but facilitated by the Arts Council. When the RDA passed the 1.5% for Art Ordinance
increase, no funds were formally designated for artwork maintenance and conservation. The Arts
Council may consider a formal policy to designate maintenance funds from the RDA for the care
of these works, as they are currently stewarded by the Arts Council with CIP funds, and no
precedent exists for a designated maintenance fund.
Thanks to the generous support, trust, and funding received from the Mayor and City Council, our
Public Art Program has developed a comprehensive maintenance strategy that is addressing gaps
within our public art collection more swiftly than previously possible.
