Yes No Recommendation: For your information Background/Discussion See first attachment for Background/Discussion Will the City Council need to hold a public hearing for this item?* Yes No Public Process This page has intentionally been left blank BACKGROUND/DISCUSSION: Per the City’s Donation Policy, 3.60.040, the Sustainability Department is notifying the City Council of a Donation Agreement between Salt Lake City Corporation and a consortium of entities related to the Kiessner Foundation1. The Sustainability Department led the development of the partnership, with guidance from the Attorney’s Office. This partnership between the City and the Donors offers an opportunity to lower the costs of both up front installation and long-term ownership of City electric vehicle chargers, customize the charger maintenance software to meet the City’s specific needs, and to support a local, innovative business. The agreement was created to allow the Donors to make multiple donations of up to 100 new Electric Vehicle (EV) charging stations over the course of five years pursuant to City Code Section 3.60.090(D). The total donation amount is valued at $48,000. The donated charging stations may be used for fleet vehicle charging, City employee charging, and/or public use charging on City properties, depending on the City’s need. The City would pay for installation of the chargers, as well as ongoing maintenance and electricity. Therefore, the City would not accept any donations unless and until funding for these costs has been appropriated through the annual budget process. On an annual basis, the Sustainability Department will work with Public Services to consider potential charger donations based on the City’s EV installation planning process to ensure any donations would support City fleet and community EV infrastructure projects that have been approved through the budget process. This framework for identifying and approving each donation is outlined in the Donation Agreement, as required by City ordinance. Evaluation of EV charger needs will be informed by the 2020 Joint Electrified Transportation Resolution, 2024 Fleet Charging Infrastructure Study, the 2025 Community Electrified Transportation Study (to be finalized in January 2025), and upcoming grant opportunities. Sustainability will submit transmittals for said studies to Council this winter. The EV chargers that will be donated are manufactured by Grid Elevated, a University of Utah- based software development company. The chargers will be equipped with a management platform that will allow the City to monitor usage, create customized payment procedures, maximize use of local renewable energy, and optimize charging for dynamic load balancing.
