CONTRIBUTIONS AND SERVICE OF
CINDY GUST-JENSON TO SALT LAKE CITY
WHEREAS, Cindy Gust-Jenson has served as the Executive Director of the Salt Lake City
Council since 1989, demonstrating extraordinary dedication, professionalism,
and the utmost integrity in her role for more than 35 years; and
WHEREAS, Cindy Gust-Jenson's career embodies a living historical record of Salt Lake
City’s governance and growth; offering stability and continuity throughout the
terms of seven Mayors and 50 Council Members, staffing over 1 200 Council
Meetings, and exhibiting exceptional leadership through significant population
growth and generational change in Utah’s capital city; and
WHEREAS, Cindy Gust-Jenson’s tenure is defined by her service and loyalty to Salt Lake
City and its residents, developing policies that are transparent, thoughtful and
deliberate, bridging divides and navigating complex political landscapes;
earning respect and appreciation of Council Members, Mayors, City staff,
community members, and leaders throughout the state; and
WHEREAS, Cindy Gust-Jenson has been instrumental in advising the Council through
periods of incredible growth and transformation in the City , including
investment in TRAX throughout the City, City Creek Center, expansion of Salt
Lake City Airport, Utah Inland Port Authority, the new state prison, the 2002
Olympic Winter Games, and advising on recent critical negotiations with Smith
Entertainment Group, and Larry H. Miller Company to create vibrant districts
downtown and on the westside.
WHEREAS, Cindy Gust-Jenson focused on internal policies and City practices that were
critical to maintain the public’s confidence, such as expanding investigations of
sexual assault cases, increasing affordable housing budgets, citizen applications
for CIP, free speech protections, government transparency, preserving the
Council’s options and legislative role; and
WHEREAS, Cindy Gust-Jenson’s career reflects a deep-rooted commitment to community
and enduring passion for public service , which was inspired by her family’s
early lessons in civic engagement; and
WHEREAS, Cindy Gust-Jenson's commitment to public service extended to her retention,
mentorship and development of staff and created a family feel in the Council
office; and
WHEREAS, Cindy Gust-Jenson has a unique ability to identify, hire and mentor staff
committed to the City and public service; mentoring dozens of City staff from
both branches of Salt Lake City’s government, establishing a culture of
excellence, transparency, and service that will continue as a credit to her
example; and
WHEREAS, Cindy Gust-Jenson has approached her work with remarkable humility,
emphasizing her role to extend the reach of elected officials rather than seeking
the spotlight herself, embodying the highest ideals of public service; and
WHEREAS, Cindy Gust-Jenson’s departure from City Hall on January 31, 2025, marks the
conclusion of an extraordinary chapter in Salt Lake City history and the
beginning of a well-deserved retirement with her husband and family, her
beloved Goldendoodle Buddy, and time tending to her garden.
NOW, THEREFORE BE IT RESOLVED,
that the Salt Lake City Council and Mayor of Salt Lake City recognize Cindy Gust-
Jenson for her outstanding contributions to Salt Lake City, her steadfast leadership,
and her unwavering dedication to the people of Salt Lake City.
BE IT FURTHER RESOLVED,
that the Salt Lake City Council and Mayor of Salt Lake City extend their heartfelt
gratitude to Cindy for her decades of service and wish her happiness and fulfillment in
her retirement.
