The highest estimated cost for Salt Lake City to participate in the Alternative Voting Methods
Pilot Project, more commonly referred to as Ranked Choice Voting(RCV), for the 2025
Municipal Election Year will be $157,653. This estimate includes the "Election Administration
Fee"of$30,000, which is required by each participating city electing to work with Salt Lake
County, as well as the "Ranked Choice Voting Software Charge"of$26,500, which may
decrease if other municipalities also choose to use RCV as their voting method (currently it is
Midvale, South Salt Lake and SLC). Agencies have until the May I" deadline to opt-out of
Ranked Choice Voting. Both the Administration Fee and the RCV Software Charge are included
in the FY25 allocated funds to the Recorder's Office.
Although the 2023 Municipal Election occurred more recently, the 2021 Municipal Election
displays a variety of similarities in scope and participation. Both the 2021 and 2025 Municipal
Election will have races for Districts 1,3,5 and 7 (while 2021 additionally required a District 2
race). The final cost of the 2021 Municipal Election for Salt Lake City using Ranked Choice
Voting was $121,948. Due to the manner of Election costs, there are variables that are undefined
for the 2025 Election including RCV Participation and the possibility of additional races or ballot
measures. Salt Lake City will be responsible for any additional charges that will be invoiced
after the election if the election exceeds the estimated cost from the County.
In addition to the estimated cost of the 2025 Municipal Election, it is anticipated the City will
provide awareness and outreach efforts as recommended by the City Council; increasing the
Spanish-language material and outreach efforts. In Budget Amendment#5 for FY25,the
Recorder's office is requesting $50,000 to begin working on the outreach materials. In addition,
there is a request for$40,000 in the Non-Departmental Elections funding for FY26.
Refer to Attachment B for the Interlocal Cooperation Agreement with Salt Lake County. The
costs associated will be included in the Attorney's Department budget proposal. Attachment A is
the Resolution for the approval of the Interlocal Cooperation Agreement.
