HomeMy WebLinkAboutProposed Resolution - 3/11/20261 RESOLUTION NO.________ OF 2026 A Resolution adopting funding allocations for the One-Year Annual Action Plan for 2026-2027 CDBG funding, ESG funding, HOME funding, and HOPWA funding, as well as funding allocations for 2025-2026 FOF funding. WHEREAS, Salt Lake City Corporation (City) is eligible under Code of Federal Regulations (CFR) Title 24, Part 91, et. al., to receive the following funds from the U.S. Department of Housing and Urban Development (HUD) for the 2026-2027 program year: Community Development Block Grant (CDBG) funds in the amount of $3,250,831, Emergency Solutions Grant (ESG) funds in the amount of $293,174, HOME Investment Partnerships Program (HOME) funds in the amount of $817,318, and Housing Opportunities for Persons with AIDS (HOPWA) funds in the amount of $972,032 (collectively, the “Grant Funds”); and WHEREAS, the City can reallocate from prior program years recaptured CDBG funds in the amount of $917,447.43, recaptured HOME funds in the amount of $925,594.50, and recaptured ESG funds in the amount of $5,890.78 (collectively, the “Recaptured Funds”); and WHEREAS, the City can further allocate CDBG program income in the amount of $950,000 and HOME program income in the amount of $800,000 (collectively, the “Program Income Funds”); and WHEREAS, it is in the best interests of the people of Salt Lake City that the City file an application with HUD for the Grant Funds in accordance with 24 CFR Part 91; and WHEREAS, in order to receive the Grant Funds, the City is required to adopt a One-Year Annual Action Plan that includes proposed funding allocations for projects in alignment with the purposes of the Grant Funds; and WHEREAS, to develop funding allocation recommendations for the Grant Funds, Recaptured Funds, and Program Income Funds (collectively, the “HUD Funds”) for the One- Year Annual Action Plan, a competitive application process was administered to solicit funding requests from non-profit organizations, community organizations, and internal City departments for projects to be funded; and WHEREAS, all public noticing, public hearing, and other pre-submission requirements as set forth in 24 CFR Part 91 have been accomplished by the City, including but not limited to the following: a public comment period open from February 25, 2026 through April 15, 2026, and a City Council public hearing held on March 24, 2026 to consider the projects to be funded by the HUD Funds through the 2026-2027 One-Year Annual Action Plan; and WHEREAS, the City Council previously appropriated funds from the City’s general fund for the 2025-2026 Funding Our Future (FOF) program in the amount of $2,370,500 (“FOF Funds”); and 2 WHEREAS, the City decided to develop allocation recommendations for FOF Funds in collaboration with the competitive application process conducted to allocate the HUD Funds; and WHEREAS, following receipt of competitive applications seeking funding, the Community Development and Capital Improvement Program (CDCIP) Resident Advisory Board reviewed the applications and made recommendations for funding allocations that were provided to the Mayor for her consideration; and WHEREAS, following her review and consideration, the Mayor has provided final recommendations for the City Council to consider and approve; and WHEREAS, the City Council does now meet on this day of April 15, 2026 to adopt funding allocations for the City’s 2026-2027 One-Year Action Plan for the HUD Funds, as well as the 2025-2026 FOF funds. NOW, THEREFORE, be it resolved by the City Council of Salt Lake City, Utah, as follows: 1. The Salt Lake City Council hereby adopts funding allocations as set forth in Exhibit “A” attached hereto and made a part hereof by this reference, and that these funding allocations shall be incorporated into the 2026-2027 One-Year Annual Action Plan for the HUD Funds. 2. That the Mayor, as the official representative of Salt Lake City Corporation, or her designee, is hereby authorized to submit to HUD the 2026-2027 One-Year Annual Action Plan for the HUD Funds, together with such additional information and certifications as may be required under 24 CFR Part 91. 3. That the Mayor, as the official representative of Salt Lake City Corporation, or her designee, is hereby authorized to sign and execute a grant agreement with HUD (HUD Grant Agreement) regarding the funds described in the 2026-2027 One-Year Annual Action Plan for the HUD Funds, and any and all subsequent agreements between the City and other public entities resulting from and consistent with the HUD Grant Agreement, subject to final approval as to form by the City Attorney’s Office.
