Adopting the tentative budget of Salt Lake City, including the
tentative budget of the Library Fund, for fiscal year 2026-2027
WHEREAS, the Budget Officer of Salt Lake City Corporation (the “City”) has filed the
tentative budget attached hereto as Exhibit A, including the tentative budget for the Library Fund,
accompanied by a budget message pursuant to Section 10-6-111 of the Utah Code; and
WHEREAS, the Mayor of the City has presented the tentative budget and has also
addressed a separate item on the agenda by stating (1) that the City tentative budget includes a
proposed tax rate that exceeds the certified tax rate, (2) the approximate dollar amount of the ad
valorem tax revenue increase ($13,500,000), (3) the approximate percentage increase in ad
valorem tax revenue that is based on the tax rate increase (12.5%), (4) the purposes for which the
additional tax revenue would be used as outlined in the property tax impact schedule, (5) that the
city will provide notice of and conduct required public hearings at which members of the public
will have an opportunity to provide comments on the proposed tax rate increase; and has also
presented a corresponding property tax impact schedule, attached hereto as Exhibit B, pursuant to
Sections 59-2-919 and 59-2-924 of the Utah Code.
WHEREAS, the City Council is required to review, consider and adopt tentative budgets
in a regular or special meeting called for that purpose; and
WHEREAS, each tentative budget adopted by the City Council and all supporting
schedules and data shall be a public record in the office of the City Recorder, available for public
inspection for a period of at least ten days prior to the adoption of the final budgets; and
WHEREAS, at the meeting in which the tentative budget is adopted and includes a
proposed property tax increase, the City Council shall establish the time and place of a public
hearing to consider the adoption of an interim budget, and shall, at least seven days prior to the

hearing, order that notice thereof be published in accordance with Utah Code § 63G-30-102(1) on
the Utah Public Notice Website; on the homepage of the City’s website; and in a public location
within the municipality that is reasonably likely to be seen by residents of the municipality.
NOW, THEREFORE, be it resolved by the City Council of Salt Lake City, Utah, as
follows:
1.That the tentative budget for fiscal year 2026-2027, including the tentative budget
for the Library Fund, filed by the City’s Budget Officer with the City Council, are hereby adopted
as the City’s tentative budgets and are ordered to be filed and maintained as a public record,
available for public inspection in the office of the City Recorder, whose permanent office is located
at 451 South State Street, Room 415, Salt Lake City, UT 84111, until adoption of the final budgets.
2.That this Resolution shall become effective upon adoption.

Sugar House has seen extensive growth including the development of new high-
rise buildings. This increase will fund 9 firefighters to staff a newly purchased fire
Continued increase in requests for permits, along with statutory changes to the
Wildland Fire Interface (WUI) requirements have created the need for one new
Fire Inspector. This increase will also cover a new vehicle for the Fire Inspector,
contractual and uniform allowance increases.

Public Lands is responsible for maintaining 23 new properties, parks and
amenities, this increase includes additional seasonal staff, equipment and
operational costs related to maintaining these properties. This budget change will
also pay for Wildland Fire Interface mitigation covering 30 miles of high risk areas.

Caseload at the Justice Court has increased significantly. To provide for more
effective adjudication of cases and allow better access to justice, this increase
includes the addition of four Judicial Assistants and one Justice Court Manager.

This increase will pay for the maintenance and repair of General Fund owned
street lighting and fund a $20,000 grant program to supplement property owners

strategies that protect our natural resources and reduce pollution.

Funds from this increase will used to pay for the following Capital Improvement
projects: Vision Zero Corridors and Safety Improvements, Facilities Replacement
and Renewal, Sugar House Park Waterline Replacement, Washington Park Septic
Expansion, Urban Trails, Jordan Park Sewer Improvements, Bike Racks, and
additional Street Reconstruction.
