'.26 of 1987 ( Moratorium - Fraternity Houses AN ORDINANCE AMENDING SECTION 51-14-1 (3) BY ADDING A NEW SUBSECTION (4 ) RELATING TO A TEMPORARY MORATORIUM . WHEREAS, on April 17, 1987, Petition No. 400-515-87 was sub- mitted requesting the City Council to repeal Section 51-14-1 (3 ) allowing, inter alia , "dormitories, fraternities or sorority houses, or boarding houses, occupied only by the faculty or students of any college or university and supervised by the authorities thereof . . ." ; and WHEREAS, appropriate review , consideration and resolution of the issues raised in said petition are hereby declared to be compelling public interests which require preservation of the status quo and temporary restrictions on the acceptance of application, processing or issuance of any building permits, licenses or other required City regulatory approvals . Therefore, be it ordained by the City Council of Salt Lake City , Utah: SECTION 1. That Section 51-14-1 of the Revised Ordinances of Salt Lake City, Utah, 1965 as amended , relating to Residential "R-2" District Uses, be, and the same hereby is, amended by adding Section 51-14-1 (4 ) relating to a moratorium affecting the acceptance of plans and the processing or issuance of permits, licenses or other City required regulatory permits which shall read as follows Sec . 51-14-1 (4 ) . TEMPORARY MORATORIUM . No building permit, plans or application for the purposes of constructing , purchasing , occupying which in any way converts the use of a facility for use as specified in Subsection (3 ) above as a "dormitory, fraternity or sorority house , or boarding house occupied only by the faculty or students of any college or university" shall be accepted by the Planning or Building Departments or any other department of the City, nor shall any plans or applications for such use currently on file be processed any further by any applicable department , nor shall any permits be issued by the Building Inspector or other applicable department or personnel . This moratorium on accepting plans , processing and issuance of permits and approvals, imposed to preserve the status quo , shall extend for six (6) months or until such sooner time as the City Council shall amend the moratorium by taking final action on Petition No . 400-515-87. Section 2. The City Council of Salt Lake City , Utah, finds that it is necessary to the peace , health and welfare of the inhabitants of Salt Lake City that this moratorium be imposed immediately to preserve the status quo until it can finally consider Petition No . 400-515-87.
