047 of 2012 - Creating the 911 Communications Bureau; enacting 2.08.110 0 12-1 0 12-17 SALT LAKE CITY ORDINANCE No. 47 of 2012 (Creating 911 Communications Bureau) An ordinance Enacting Chapter 2.08.110 of the City Code creating the 911 Communications Bureau and amending Chapter 2.08 which outlines the responsibilities of the Police and Fire Department. WHEREAS, Emergency 911 calls are answered by the Police Department at a Communication Center which serves as a 24-hour Public Safety Answering Point (PSAP) for Salt Lake City; WHEREAS, if the call is related to a medical or fire emergency, it is transferred to the Fire Department, potentially resulting in a delayed response; WHEREAS, The Fire and Police Departments currently use different computer-aided- dispatch (CAD) systems for their needs; WHEREAS, an updated CAD system for all Dispatchers to use is being implemented; WHEREAS, after a thorough review of the current system, the Administration has determined that a consolidation of 911 emergency response into a new bureau is appropriate; WHEREAS the Administration has determined that it would be appropriate for such new bureau to be outside of the Fire and Police Departments; WHEREAS, pursuant to Utah Code Section 10-3b-203(1)(b) the City Council may by ordinance divide the City's administrative service into departments, divisions and bureaus; may define the functions and duties of each department, division or bureau; may create, consolidate or abolish departments, divisions or bureaus; and may define or alter the functions and duties of each department, division, bureau; and WHEREAS, the City Council has determined that this ordinance is in the best interests of the City. NOW, THEREFORE, be it ordained by the City Council of Salt Lake City, Utah: SECTION 1. New Section 2.08.110 is adopted as follows: 2.08.110 911 COMMUNICATIONS BUREAU A. Functions: The 911 Communication Bureau shall have charge of and be responsible for operating as a primary public safety answering point 911 center for the City and dispatching the appropriate agencies for response. The 911 Communications Bureau shall be staffed twenty-four (24) hours per day every day of the year. B. Administration: Pursuant to Utah Code Section 10-3b-202(1)(d)(i)(B), the Mayor may create the administrative offices for the 911 Communications Bureau. SECTION 2. Section 2.08.070(4) of the Salt Lake City Code is amended to read as follows: A. Fire Rescue and emergency medical and other emergency series, except that 911 communication and dispatch services shall be provided by the 911 Communications Bureau as provided in Section 2.08.110. SECTION 3. Section 2.08.090A of the Salt Lake City Code is hereby amended to read as follows: A. Functions: The police department, by and through its sworn officers, shall be responsible for preserving the public peace, preventing crime, detecting and arresting criminal offenders, protecting the rights of persons and property, regulating and controlling motorized and pedestrian traffic, training sworn personnel, providing and maintaining police records and communications systems, except that 911 communications and dispatch services shall be provided by the 911 Communications Bureau as provided in Section 2.08.110. Emergency management shall be housed in the police department. SECTION 4. Effective Date. This ordinance shall become effective on the date of its first publication.
