(Employee Appeal Board)
AN ORDINANCE REPEALING SECTIONS 25-11-4 AND 25-11-5 OF THE
REVISED ORDINANCES OF SALT LAKE CITY, UTAH, 1965, RELATING TO
GRIEVANCES BY CITY EMPLOYEES, AND ADOPTING SECTION 25-2-1 OF SAID
ORDINANCES RELATING TO AN EMPLOYEE APPEAL BOARD.
Be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1. That Sections 25-11-4 and 25-11-5 of the Revised
Ordinances of Salt Lake City, Utah, be, and the same hereby are
REPEALED.
SECTION 2. That Section 25-2-1 of the Revised Ordinances of
Salt Lake City, Utah, be, and the same hereby is adopted,
to read as follows:
Sec. 25-2-1. The Personnel Officer shall promulgate rules
to provide for the creation and function of an employee appeal
board within the following parameters:
Board Composition. The appeal board shall consist of five
regular members and two alternate members. The purpose of
alternate members is to encourage the presence of five board
members on each case.
Appointment of Members. Three regular board members and one
alternate member shall be City officers or employees chosen by
election. Two regular members and one alternate member shall be
City officers or employees appointed by the Mayor.
Conduct of Elections. The Personnel Officer shall adopt
rules for the conduct of elections for the free selection of the
three elective board members and one alternate member, by the
appointive officers and employees of the City.
Terms of Office. Terms of office for elected board members
shall be three years, unless terminated prior thereto by dis-
ability, resignation, or for reasons relating to cause.
Duties. It shall be the duty of the appeal board to conduct
hearings and make recommendation to the Mayor concerning disci-
plinary matters referred to it under applicable provisions of law
or memoranda-of-understanding.
SECTION 3. This ordinance shall take effect upon its first
publication.
Passed by the City Council of Salt Lake City, Utah,
