019 of 2019 - Permit City Employees to Volunteer City Time for the UN Civil Society Conference R 19-1 R 19-10 RESOLUTION NO. 19 of 2019 A Resolution to Permit City Employees to Volunteer on City Time for the 68th United Nations Civil Society Conference WHEREAS, Salt Lake City Corporation (the "City") is hosting the 68th United Nations Civil Society Conference from August 26-28, 2019 ("U.N. Conference"). WHEREAS, 5,000 attendees representing more than 80 countries and 300 non- governmental organizations will be present. WHEREAS,hosting this event is of historical significance for the City as it is the first time it has ever been held on U.S. soil outside of the U.N. Headquarters in New York City. WHEREAS, more than 900 volunteer shifts are needed to fulfill the host committee obligations to the historic event. WHEREAS the City intends to provide nonmonetary assistance in the form of City employees' volunteer time during these employees' working hours. WHEREAS, Utah Code Section 10-8-2(1)(a)(v) allows public entities to provide nonmonetary assistance and waive fees to and for entities, such as the U.N., after a public hearing. WHEREAS, although Utah Code Section 10-8-2 does not require a study for such nonmonetary assistance, in this case the City's Administration provided an analysis of the public benefits the City will receive for allowing City employees to volunteer at the U.N. Conference during their employment hours (the "Analysis"). WHEREAS, the City Council has conducted a public hearing relating to the foregoing, in satisfaction of the requirements of Utah Code Section 10-8-2. WHEREAS, the City council reviewed the Analysis and has fully considered the conclusions set for therein, and all comments made during the public hearing. THEREFORE, BE IT RESOLVED by the City Council of Salt Lake City, Utah, as follows: 1. The City Council hereby adopts the conclusions set forth in the Analysis and hereby finds and determines that, for the reasons set forth in the Analysis, approves the non-monetary assistance to the UN in the form of City employees volunteering at the United Nations Civil Society Conference during their City employment hou .
