034 of 2013 - Downtown Master Plan - Update R 13-1 T 13-2 RESOLUTION NO. 34 OF 2013 A resolution regarding the Downtown Master Plan. WHEREAS, the City Council of Salt Lake City has established developing and updating master plans for the city as a high priority; and WHEREAS, the city council has determined that outlining each master plan's proposed goals, outcomes and timelines will help guide the master planning process and promote its purposes; and WHEREAS, the city is about to commence work on the Downtown Master Plan, a master plan to guide the land use planning for the downtown area of Salt Lake City. NOW THEREFORE, be it resolved by the City Council of Salt Lake City: SECTION 1. That the city council hereby approves the following proposed goal of the Downtown Master Plan: Goal: The planning process is based on the need to address development and growth objectives and a desire to create a vision for a downtown that supports the analysis of future demographics and growth trends, public vision, common goals and priorities, and establishes an approach to implementation. The Downtown Master Plan will provide a new direction for the downtown area and help fulfill the goals emerging from Plan Salt Lake and coordinate with parallel efforts such as the downtown streetcar, Wasatch Choice for 2040, and the Bike/Pedestrian Master Plan. The Downtown Master Plan will support and balance land use, transportation, housing, development, social, and sustainability goals. SECTION 2. That the city council hereby approves the following proposed outcome of the Downtown Master plan: Outcome: • A framework of community values in the form of a clear vision and supporting principles; • A set of performance indicators that help us understand where we are, where we are going,and how far we are from where we want to be; • A set of goals that meet the needs of the current and future downtown community; • Policies aligned to specific goals; • A list of priority projects intended to implement the goals; • An urban design framework; and • A process for evaluating our progress. SECTION 3. That the city council hereby approves the following proposed timeline of the Downtown Master Plan: Timeline: The Downtown Master Plan process will take approximately 16 months, including plan preparation and final adoption by the city council. Advisory committees created through this planning process should meet at least annually to discuss advancement of capital improvement projects necessary to achieve the intended outcomes of the master plan.
