RESOLUTION NO. 62 2013
(Expressing Support of Land Acquisition for Open Space, Demolition, Development
of a Natural Lands Management Plan, and Spending of Open Space Bond Funds)
A resolution expressing the support of the Salt Lake City Council for land acquisition for
open space, demolition of structures, development of a natural lands management plan, and
spending of Open Space Bond Funds.
WHEREAS, open space is of critical importance to Salt Lake City and the greater Salt
Lake City metropolitan area; and
WHEREAS, the City has had a long standing interest in acquiring and preserving open
space; and
WHEREAS, the City is aware of the possibility of acquiring approximately 0.07 acres of
property located at 976 West Montague Avenue, 40.00 acres of property located at the NE City
Creek Foothills, 0.22 acres of property located at 377 South 400 East (Community Garden), 0.54
acres of property located adjacent to Parleys Historic Nature Park, four parcels of property
totaling 0.20 acres located adjacent to the H-Rock open space property, 0.10 acres of property
located adjacent to the H-Rock open space property, 0.50 acres of property located along the
Jordan River between 200 South and North Temple (the Questar Property), two parcels of
property totaling 1.02 acres located at 1079 East N Bonneville Drive, and three parcels of
property totaling 0.93 acres located adjacent to Parleys Historic Nature Park (collectively, the
"Acquisition Project"); and
WHEREAS, the City desires to spend $40,000 of Open Space Bond Funds to demolish
infrastructure at two recently purchased properties on Montague Avenue adjacent to Jordan Park
and the Jordan River Parkway to meet the intended use of those properties as public open space
(the "Demolition Project"); and

WHEREAS, the City desires to spend $125,000 of Open Space Bond Funds to develop a
management plan (the "Management Plan Project") for the natural lands areas in an and around
the City stewarded by the open space lands program; and
WHEREAS, the Acquisition Project, the Demolition Project, and the Management Plan
Project are hereafter referred to collectively as the "Project; and
WHEREAS, it has been proposed that the City support acquisition of and spending of
Open Space Bond Funds for the Acquisition Project for open space; and
WHEREAS, the properties comprising the Acquisition Project will be developed for open
space purposes and to benefit the community; and
WHEREAS, having the properties comprising the Acquisition Project become public
land, held and maintained in the Parks and Public Lands open space portfolio, will provide
community and ecological benefits to the residents of Salt Lake City; and
WHEREAS, on September 19, 2013 the City's Parks, Natural Lands, Urban Forestry and
Trails Advisory Board recommended that the Acquisition Project move through the open space
acquisition process and that the Demolition Project proceed; and
WHEREAS, on November 21, 2013 the City's Parks, Natural Lands, Urban Forestry and
Trails Advisory Board recommended that the Management Plan Project proceed; and
WHEREAS, the City Council agrees that it would be appropriate for the City to accept
future maintenance and ownership responsibilities for the Acquisition Project; and
WHEREAS, the City Council finds that this Resolution is in the best interest of the City;
NOW, THEREFORE, be it resolved by the City Council of Salt Lake City, Utah, as
follows:

1. The City Council hereby expresses its support for the proposed Project and the
City's accepting of future maintenance, management, and ownership responsibilities for the
Project.
2. The City Council hereby expresses its support for the Project using Open Space
Bond Funds.
3. The City Council encourages the administration to complete the Project and at a
future date facilitate a public process to determine use, where appropriate.
4. The City Council also expresses its support and expectation that the
administration will continue its current efforts to foster additional community support for the
Project and long-term stewardship.
