HomeMy WebLinkAbout02/12/2025 - Pending Minutes (2) SALT LAKE CITY PLANNING COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Wednesday, January 8, 2025 A roll is being kept of all who attended the Planning Commission Meeting. The meeting was called to order at approximately 5:30 p.m. Audio recordings of the Planning Commission meetings are retained for a period of time. These minutes are a summary of the meeting and not a verbatim transcript. A video recording of the meeting is available at www.youtube.com/slclivemeetings Present for the Planning Commission meeting were: Chair Aimee Burrows, Vice Chair Landon Kraczek, Commissioners McCall Christensen, Brian Scott, Amy Barry, Mike Christensen, and Bree Scheer. Staff members present at the meeting were: Planning Manager Kelsey Lindquist, Planning Manager John Anderson, Senior City Attorney Katherine Pasker, Senior Planner Nannette Larsen, Principal Planner Ben Buckley, and Office Facilitator II Aubrey Clark. REPORT OF THE CHAIR AND VICE CHAIR The Chair mentioned that Planning Division is searching for a new commissioner from District 3. The Vice- Chair had nothing to report. REPORT OF THE DIRECTOR Planning Manager Kelsey Lindquist reported that discussions initiated by Commissioner Scheer would be scheduled to be heard on January 22, 2025. She also reported that there would be upcoming training for Local Historic Districts. OPEN FORUM No one had items to discuss. REGULAR AGENDA 1. Reconnaissance Level Survey Rating Change for Upper Yale Local Historic District Designation – It has been identified that updates to the 2005 Yalecrest reconnaissance level survey are needed as part of a petition to designate the Yalecrest – Upper Yale as a local historic district. The principal structures located at 1820, 1828, and 1833 East Yale Ave, that were previously listed incorrectly as noncontributing, are recommended to be rated as contributing to the National Register. This item was previously heard by Planning Commission on June 26, 2024, and is returning for a recommendation to City Council. (Staff Contact: Nannette Larsen at 801-535-7645 or Nannette.larsen@slc.gov) Case Number: PLNHLC2023-00571 Senior Planner Nan Larsen reviewed the survey’s historic status updates as outlined in the Staff Report. She stated that staff recommends forwarding a recommendation to approve the rating updates to City Council. Public Hearing Chair Burrows opened the public hearing. o Cindy Cromer – She spoke about how a property's contributory status affects the benefits available to it. Seeing that no one else wished to speak the Chair closed the public hearing. Executive Session The Commission and Staff discussed: o The State Historic Preservation Office’s recommendation o Concerns regarding Local Historic Districts Motion Commissioner Barry stated, “Based on the information presented and discussion, I move that the Commission forward a recommendation to City Council to update the 2005 Yalecrest Reconnaissance Level Survey to reflect a historic status rating of “contributing” for the properties located at 1820, 1828, and 1833 East Yale Avenue in the proposed Yalecrest – Upper Yale Local Historic District.” Commissioner Mike Christensen seconded the motion. Vote • Yes: Barry, Kraczik, Mike Christensen, Scheer, Scott, McCall Christensen, Burrows The motion passed. 2. Alley Vacation at Approximately 2680 S Chadwick - Taylor Thomas is requesting approval for an alley vacation located between Stratford Avenue and 2700 S and Beverly Street and Chadwick Street. The alley is approximately 810 feet in length and 12 feet in width. If approved, this alley would be divided and given to the property owners that abut the alley. The subject alley is located within Council District 7, represented by Sarah Young. (Staff Contact: Ben Buckley at 801-535-7142 or benjamin.buckley@slc.gov) Case Number: PLNPCM2024-00973 Principal Planner Ben Buckley reviewed the proposal as outlined in the staff report. He stated that Staff recommends forwarding a recommendation of approval to City Council. Public Hearing Chair Burrows opened the public hearing. Executive Session The Commission and Staff discussed: o Verification of signatures - The applicant Taylor Thomas reviewed the process of how he collected the neighbor’s signatures o Lack of use and illegal encroachments Motion Commissioner Scheer stated, “Based on the information presented and discussion, I move that the Commission recommends that City Council adopt this alley vacation.” Commissioner Mike Christensen seconded the motion. Vote • Yes: Kraczik, Mike Christensen, Scheer, McCall Christensen, Burrows • No: Barry, Scott The motion passed.
