SALT LAKE CITY PLANNING COMMISSION MEETING

A roll is being kept of all who attended the Planning Commission Meeting. The meeting was called to
order at approximately 5:45 p.m. Audio recordings of the Planning Commission meetings are retained for
a period of time. These minutes are a summary of the meeting and not a verbatim transcript. A video

Present for the Planning Commission meeting were: Chair Aimee Burrows, Vice-Chair Landon Kraczek,
Commissioners Amy Barry, Bree Scheer, Mike Christensen, Richard Leverett, Mike Vela, Jeffrey Barett,
and Brian Scott. Commissioner McCall Christensen is on leave.
Staff members present at the meeting were: Zoning Administrator Mayara Lima, Planning Manager John
Anderson, Senior City Attorney Courtney Lords, Senior Planner Sara Javoronok, Associate Planner Seth
Rios, Director of Public Utilities Laura Briefer, Principal Planner Andy Hulka, and Office Facilitator Aubrey
Clark.
Chair Aimee Burrows called the meeting to order.
REPORT OF THE CHAIR AND VICE CHAIR
The Chair introduced the new commissioners Jeffrey Barrett and Mike Vela. Jeffrey and Mike shared their
employment backgrounds and qualifications. She also reported that it would Commissioner Scheer’s final
meeting as her second term has come to an end. The vice-chair had nothing to report.
REPORT OF THE DIRECTOR
There was nothing to report.
OPEN FORUM
No one wished to speak.
CONSENT AGENDA
1. Extension Request for 2020 Main Townhomes at Approximately 2020 S Main St - Chris Towson,
the property owner, is requesting a one-year time extension for the approval of the 2020 Main
Townhomes Planned Development approved on May 22, 2024. The property is zoned CC (Corridor
Commercial) and is located within Council District 5, represented by Darin Mano. (Staff Contact: Sara

2. Planned Development at Approximately 377 E 2100 S (Public Hearing) - Jon Galbraith,
representing the property owner, is requesting Planned Development approval for 5 feet of additional
building height. The applicant is proposing to build 22 townhome units that are three stories tall. If
approved, the maximum building height will be increased to 35 feet. Currently, the land is vacant, and
the property is zoned CB (Community Business) District. The subject property is within Council District

3. Approval of the Pending Meeting Minutes – No meeting minutes were available to consider.
The Chair opened the public hearing. Seeing that no one wished to speak the Chair closed the public
hearing.
Motion
Commissioner Christensen motioned to approve the consent agenda.
Commissioner Kraczik seconded the motion.
Vote:
• Yes: Leveret, Vela, Kraczek, Scott, Barrett, Christensen, Scheer, Barry, Burrows
• No:
The motion passed.
WORK SESSION
4. Salt Lake City Water Master Plan - Salt Lake City Public Utilities will provide an overview of the
current Salt Lake City Water Master Plan and an overview of the process to update the plan. The city
is required by Utah Code to have a Water Master Plan. The Water Master Plan identifies existing
water supply and demand, projected water supply and demand through 2060, major infrastructure
projects, and risks to the water supply. The plan covers the entire service area, which extends beyond

Laura Briefer, Director of Public Utilities, shared her background with the City. She gave a
presentation about the City’s water master plan. There was discussion between the commission and
Ms. Briefer about the future of the Great Salt Lake and water rights.
REGULAR AGENDA
5. POSTPONED General Plan & Zoning Map Amendment for the Rio Grande District - Wayne Mills
of the SLC Community Redevelopment Agency, on behalf of Mayor Mendenhall, is requesting
approval to rezone 35 parcels within the Rio Grande District and amend portions of the Downtown
Plan.
A. General Plan Amendment: Requesting to amend portions of the Downtown Plan in order to
align with recommendations of the recently completed Rio Grande District Vision and
Implementation Plan. Case Number: PLNPCM2025-00180
B. Zoning Map Amendment: Requesting to rezone 35 parcels within this district from GMU
(Gateway Mixed Use) to D-4 (Downtown Secondary Central Business) District. The change
would allow for additional building height. Case Number: PLNPCM2025-00181
The subject property is located within Council District 2, represented by Alejandro Puy. (Staff Contact:

6. Partial Street Vacation Request at Approximately 1101 W 400 S - Erik Sansom, the property
owner, is requesting approval to vacate a portion of public right-of-way adjacent to his property at the
above listed address. The area in question is approximately 5 feet between the property boundaries
and the public sidewalk. The subject property is zoned R-1/5,000 (Single-Family Residential), and is
located within Council District 2, represented by Alejandro Puy. (Staff Contact: Andy Hulka at 801-

Principal Planner Andy Hulka reviewed the petition. He stated that staff recommends forwarding a
recommendation of approval for the vacation on the right-of-way adjacent to 1100 West and a
recommendation of denial for the portion of right-of-way adjacent to 400 South.
The applicant Erik Sansom shared a statement about the proposal. Jason Seaton, co-owner of the
property, shared his stated that they would like to see consistency with the rest of the street.
Commissioner Scheer asked who denied the initial request. Staff clarified that the Variance Request
was heard by an Appeals Hearing Officer who made the decision. There was also discussion
regarding frontage matching other homes in the neighborhood.
Public Hearing
The Chair opened the public hearing. Seeing that no one wished to speak, the Chair closed the public
hearing.
Executive Session
The Commission discussed potential setbacks to ceding the right-of-way on 400 South. They
discussed with staff how Alley Vacation standards apply to this application. There was further
discussion of potential for bike lanes.
Motion
Commissioner Scheer motioned to forward a recommendation of approval for the vacation on the
right-of-way adjacent to 1100 West and a recommendation of denial for the portion of right-of-way
adjacent to 400 South.
Commissioner Barry seconded the motion.
Vote:
• Yes: Leveret, Vela, Kraczek, Barrett, Christensen, Scheer, Barry
• No: Scott, Burrows
The motion passed 7 to two.
7. Zoning Administration Text Amendment - Mayor Erin Mendenhall has initiated a Text Amendment
proposing amendments to multiple sections of Title 21A – Zoning. The proposal seeks to clarify and
update provisions related to the administration of the zoning code. These changes are primarily a
cleanup to align the code with established processes, current practices, and recently adopted state
laws. The proposal would apply citywide. (Staff Contact: Mayara Lima at 801-535-6141

Zoning Administrator Mayara Lima reviewed the proposal. There were clarifying questions asked by
the commissioners. She recommended forwarding a recommendation of approval to City Council.
Public Hearing
The Chair opened the public hearing. Seeing that no one wished to speak, the chair closed the public
hearing.
Executive Session
The commission and staff discussed:
• Notifications to recognized organizations
• Changes to the code being made to reflect the process that is actually being done
Motion
Commissioner Barry motioned to forward a recommendation of approval to City Council.
Commissioner Christensen seconded the motion.
Vote:
• Yes: Leveret, Vela, Scheer, Kraczek, Barry, Christensen, Scott, Barrett, Burrows
• No:
The motion passed unanimously.
Meeting ended at approximately 7:11 PM.
