HomeMy WebLinkAbout06/04/2025 - Meeting MinutesSALT LAKE CITY HISTORIC LANDMARK COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Wednesday, June 4, 2025 A roll is being kept of all who attended the Historic Landmark Commission Meeting. The meeting was called to order at approximately 5:30 PM. Audio recordings of the Historic Landmark Commission meetings are retained for a period of time. These minutes are a summary of the meeting and not a verbatim transcript. A video recording of the meeting is available at www.youtube.com/slclivemeetings Present for the Historic Landmark Commission meeting were: Vice Chair Carlton Getz, Commissioners Babs De Lay, Alan Barnett, Emoli Kearns, and Michael Abrahamson. Chair John Ewanowski and Commissioner Adrienne White were absent from the meeting. City Staff members present at the meeting were: Planning Deputy Director Michaela Oktay, Planning Manager Casey Stewart, Senior City Attorney Courtney Lords, Senior City Attorney Paul Nielson, Associate Planner Noah Elmore, and Office Facilitator Aubrey Clark. Vice Chait Carlton Getz called the meeting to order. Approval of the Meeting Minutes for April 3, 2025 Motion Commissioner De Lay motioned to approve Commissioner Kearns seconded the motion. Final Vote: • Yes: De Lay, Kearns, Barnett, Getz • No: • Abstained: Abrahamson The motion passed. REPORTS OF THE CHAIR AND VICE-CHAIR The Vice Chair reported that Commissioner Mike Vela has moved on to another commission. REPORT OF THE DIRECTOR Deputy Director Michaela Bell mentioned Mike Vela’s move. She also mentioned publicity regarding the City and Downtown Alliance looking to create permanent structures in Pioneer Park. Samson Altadena property would be coming before the commission to consider Landmark status. PUBLIC COMMENT Council Member Eva Lopez Chavez introduced herself and spoke on preservation option for District 4. PUBLIC HEARING 1. Relocation of a Contributing Structure at Approximately 632 S 700 E - Trolley Square Ventures, LLC, is requesting to relocate the contributing structure located at 632 S 700 E to 635 E 700 S in the Central City Historic District. The property where the structure is currently located and the property where the structure is proposed to be relocated are both zoned RMF-30 (Low Density Multi-Family Residential District). The proposal includes a request for a modification of the required 10’ side yard setback to be reduced by 4’-6”, for a side yard setback of 5’-6” along the east side lot line. The subject property is within Council District 4, represented by Council Member Eva Lopez Chavez. (Staff Contact: Noah Elmore at 801-535- 7971 or noah.elmore@slc.gov) Case number PLNHLC2025-00330 Associate Planner Noah Elmore reviewed the proposal as outlined in the staff report. He stated that staff recommends approval of the proposal. The applicants, Dustin Glazier, Doug White, and Brett Simpson, reviewed their intent for the project and what their intent is for the property should the house be relocated. There was discussion between staff, the applicants, and Commission regarding the details and materials of the proposal. Vice-Chair Getz opened the public hearing. Public Hearing • Cindy Cromer – Had concerns over the proposal and asked that the process move forward publicly rather than at the staff level. Vice-Chair Getz gave the applicants the option for rebuttal. They had nothing to add. Seeing that no one else wished to speak, the Vice-Chair closed the public hearing. Executive Session The Commission and Staff discussed: • Relocation standards Motion Commissioner Abrahamson motioned “Based on the information presented and discussion, I move that the Commission approve this relocation application as recommended by staff.” Commissioner Kearns seconded the Motion. Vote: • Yes: De Lay, Kearns, Barnett, Getz, Abrahamson • No: Barnett Vice-Chair Getz called for a 5 minute break. The meeting was reconvened at 6:24pm. TRAINING 2. SHPO TRAINING - Jansen Bennett, SHPO Preservation Architect, will be doing a training on the National Park Service's rehabilitation standards. Jansen Bennett shared a presentation on the rehabilitation standards for SHPO. There was discussion between the commissioners and Bennett regarding those standards.
