HomeMy WebLinkAbout07/10/2025 - Pending Minutes SALT LAKE CITY HISTORIC LANDMARK COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Thursday, July 10, 2025 A role is being kept of all who attended the Historic Landmark Commission Meeting. The meeting was called to order at approximately 5:30 PM. Audio recordings of the Historic Landmark Commission meetings are retained for a period of time. These minutes are a summary of the meeting and not a verbatim transcript. A video recording of the meeting is available at www.youtube.com/slclivemeetings Present for the Historic Landmark Commission meeting were: Chair John Ewanowski, and Commissioners Babs De Lay, Alan Barnett, Emoli Kearns, and Michael Abrahamson. Vice chair Carlton Getz and Commissioner Michael Abrahamson were absent from the meeting. City Staff members present at the meeting were: Planning Manager Amy Thompson, Planning Manager Mayara Lima, Senior City Attorney Courtney Lords, Associate Planner Noah Elmore, Administrative Assistance Danette Larsen and Office Facilitator Aubrey Clark. Chair John Ewanowski called the meeting to order. Commission Secretary Aubrey Clark called the roll. Approval of the Meeting Minutes for June 4, 2025 Motion Commissioner Kearns motioned for approval Commissioner De Lay seconded Final Vote: • Yes: White, Barnett, De Lay • No: • Abstained: Kearns and Ewanoski The motion passed 3 yeses’ 2 no’s REPORTS OF THE CHAIR AND VICE-CHAIR Stated he had nothing to update REPORT OF THE DIRECTOR Amy Thompson reported that on July 8, 2025, the Salt Lake City Council approved the commercial and mixed-use consolidation zoning. The ordinance will take effect on October 8, 2025. The council also initiated a legislative intent for staff to assess the impact of larger buildings adjacent to smaller contributing structures. PUBLIC COMMENT No public comments PUBLIC HEARINGS 1. Local Landmark Site Designation of Sampson and Altadena Apartments at Approximately 276 E 300 S and 310 S 300 E - The Sampson-Altadena Condominiums Homeowner Association submitted a petition to designate the Sampson and Altadena Apartments as a local landmark site. The site consists of two buildings on one lot, Sampson Apartments and Altadena Apartments. The request is before the Historic Landmark Commission because the local historic district designation process requires the Commission to hold a public hearing and forward a recommendation to the City Council, which has final decision-making authority on this type of request. The subject property is within Council District 4, represented by Council Member Eva Lopez Chavez. (Staff Contact: Noah Elmore at 801-535-7971 or noah.elmore@slc.gov) Case Number PLNHLC2025-00357 Associate Planner Noah Elmore shared a presentation on the proposal Applicants Lauren Fitzinoa and Annie Ruth Isaacson presentation on their proposal • An inquiry about the timing for pursuing the local registry o The applicant explained that while national historic approval was granted in 2010, the local registry is now being pursued to secure new preservation protections approved on July 8, 2025. A diorama of the site was presented by the applicants Chair Ewanowski opened Public Hearing Public Hearing: Cindy Cromer – shared her personal connection to the building and noted that previous owners opted out of the registry over 20 years ago, prior to its national listing. She urged the commission to complete the preservation effort by adding the building to the local registry. Ben Engel – resident of the historic Hollywood Condominiums, expressed support for approval by the Landmark Commission and City Council, emphasizing the importance of celebrating and preserving historic buildings. Justin Kani – speaking as a private citizen and Metro resident, emphasized the importance of balancing growth with historic preservation along 3rd South. He advocated for strong stewardship to maintain the area's character and voiced strong support for local historic landmark designation. There was no further public comment Chair Ewanowski closed Public Hearing Executive Session: • If the historic designation process is genuinely difficult or if it’s due to a lack of knowledge. o The process for this site has been complex due to multiple property owners, unlike most sites with a single owner. • How many property owners are aware of the local designation option, suggesting that awareness is likely low and recommending improved outreach efforts. • It was agreed that this designation presents a valuable public relations opportunity to raise awareness and promote preservation efforts throughout the city. • Praise was given to the neighbors’, highlighting that mostly middle-class residents are investing in preservation through their HOA. • Admiration for the HOA and homeowners working together to manage the process. • Questions about the last site designated, which was the Netty Grey Center. The 29th Ward also went through designation, but multi-family sites like this remain uncommon. Motion: Commissioner White motioned to forward a recommendation of approval to City Council Commissioner Kearns seconded Vote: • Yes: Delay, White, Kearns, Barett, Ewanowski • No: • Abstain: Motion Passed unanimously The meeting adjourned at approximately 6:08 pm.
