HomeMy WebLinkAbout07/10/2025 - Meeting Minutes SALT LAKE CITY HISTORIC LANDMARK COMMISSION MEETING City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Thursday, July 10, 2025 A role is being kept of all who attended the Historic Landmark Commission Meeting. The meeting was called to order at approximately 5:30 PM. Audio recordings of the Historic Landmark Commission meetings are retained for a period of time. These minutes are a summary of the meeting and not a verbatim transcript. A video recording of the meeting is available at www.youtube.com/slclivemeetings Present for the Historic Landmark Commission meeting were: Chair John Ewanowski, and Commissioners Babs De Lay, Alan Barnett, Emoli Kearns, and Adrienne White. Vice chair Carlton Getz and Commissioner Michael Abrahamson were absent from the meeting. City Staff members present at the meeting were: Planning Manager Amy Thompson, Planning Manager Mayara Lima, Senior City Attorney Courtney Lords, Associate Planner Noah Elmore, Administrative Assistance Danette Larsen and Office Facilitator Aubrey Clark. Chair John Ewanowski called the meeting to order. Commission Secretary Aubrey Clark called the roll. APPROVAL OF THE MEETING MINUTES FROM JUNE 4, 2025 Commissioner Kearns motioned to approve the meeting minutes. Commissioner De Lay seconded the motion. Vote • Yes: De Lay, Kearns, Barnett • No: • Abstain: Ewanowski, White The motion passed. REPORTS OF THE CHAIR AND VICE-CHAIR The Chair had nothing to report. REPORT OF THE DIRECTOR Planning Manager Amy Thompson reported on the new Mixed-Use districts stating that would go into effect on October 8, 2025. PUBLIC COMMENT No one wished to speak. PUBLIC HEARING 1. Local Landmark Site Designation of Sampson and Altadena Apartments at Approximately 276 E 300 S and 310 S 300 E - The Sampson-Altadena Condominiums Homeowner Association submitted a petition to designate the Sampson and Altadena Apartments as a local landmark site. The site consists of two buildings on one lot, Sampson Apartments and Altadena Apartments. The request is before the Historic Landmark Commission because the local historic district designation process requires the Commission to hold a public hearing and forward a recommendation to the City Council, which has final decision-making authority on this type of request. The subject property is within Council District 4, represented by Council Member Eva Lopez Chavez. (Staff Contact: Noah Elmore at 801-535-7971 or noah.elmore@slc.gov) Case Number PLNHLC2025-00357 Associate Planner Noah Elmore reviewed the petition. He stated that staff recommends forwarding a recommendation of approval to City Council. Applicants Lauren Fitzinoa and Annie Ruth Isaacson shared background of the sites and the process they have gone through to preserve them. The Commission and Applicant discussed: • National Historic designation • The decision to apply for a local historic designation • Parking • Garbage The applicants shared a diorama of the property site. Chair Ewanowski opened public hearing. Public Hearing Cindy Cromer – shared her personal connection to the building. She urged the commission to complete the preservation effort by adding the building to the local registry. Ben Engel – resident of the historic Hollywood Condominiums, expressed support for approval by the Landmark Commission and City Council, emphasizing the importance of celebrating and preserving historic buildings. Justin Kani – emphasized the importance of balancing growth with historic preservation along 3rd South. He advocated for strong stewardship to maintain the area's character and voiced strong support for local historic landmark designation. Seeing that no one else wished to speak, Chair Ewanowski closed public hearing. Executive Session The Commission and Staff discussed: • Ease of applying for a local landmark designation • Commendation to the HOA for taking on the process Motion Commissioner White motioned to forward a recommendation of approval to City Council. Commissioner Kearns seconded the motion. Vote: • Yes: De Lay, White, Kearns, Barnett, Ewanowski The motion passed unanimously. The meeting adjourned at approximately 6:08 pm.
