Approval of the Minutes for November 12, 2025 REGULAR AGENDA 2. Conditional Use at Approximately 855 E Garfield Ave – Dale LeMonds is requesting conditional use approval to convert an existing place of worship to a vocational (beauty) school use with an accessory retail service (salon) use for property located at the above stated address. The City’s Building Preservation Incentives regulations allow for the adaptive reuse of the property for the proposed use through the conditional use process. The property is in the R-1/5,000 Single-family Residential Zoning District and SALT LAKE CITY | PLANNING COMMISSION 3 is located in Council District 7, represented by Sarah Young. POSTPONED - Design Review at Approximately 310, 334 & 336 S 500 W, and 519, 523, 527 & 535 W 300 S - Brent Tippets with VCBO Architecture is requesting Design Review approval to develop the USA Climbing National Training Center at the above- listed addresses. Currently, the land is owned by the Community Reinvestment Agency (CRA) and zoned Gateway Mixed Use (G-MU). The request includes: a modification from the 50% residential requirement on 500 West, a reduction of building height from 75' to 65', and a reduction of ground floor glass from 60% to 20%(North) and 17% (East) and upper floor glass from 40% to 14%(North) and 7% (East), a reduction in required building entrances from 13 to 3, an increase in the allowable blank wall length from 15' on the North and East, an increase in front yard setbacks from a maximum of 10' to 21' on 300 West and 18' on 500 South and setback for the plaza space. The applicant is also requesting an increase in the street-facing façade length from a maximum of 200' to 236' along 300 West and 270' along 500 South, as well as a modification of the horizontal articulation standards. POSTPONED - General Plan & Zoning Map Amendment at Approximately 2669 W 300 N - Scott Bates, representing the Clark & Christine Ivory Foundation, is requesting a General Plan and Zoning Map Amendment for the above-listed address. The site is 80 acres in size. Future development has not been envisioned at this time but would be consistent in scale and design of nearby light-industrial development. A. General Plan Amendment: Requesting to amend the Northpoint Small Area Plan's land use map from natural open space and wetlands to light-industrial. Case Number: PLNPCM2025-00614 B. Zoning Map Amendment: The applicant is proposing to rezone the property from AG-2 (Agricultural) to M-1A (Northpoint Light-Industrial. General Plan & Zoning Map Amendment at Approximately 539 S 400 E – Russ Poulsen with Thrive Development, the property owner, is requesting a Master Plan Amendment and a Zoning Map Amendment at the above-listed address. The site is 0.41 acres (17,724 square feet) in size. If approved, the developer intends to build 5-story residential building with commercial on the ground floor to complement the neighboring property to the north under the same ownership. A. General Plan Amendment: Requesting to amend the Central Community General Plan's future land use map from Medium-High Density Residential to High Density Mixed Use. Case Number: PLNPCM2025-00984 B. Alley Vacation at Approximately 519 E Browning Ave - Amy & David Beecham, the applicants, are requesting approval for an Alley Vacation, located to the east of 519 E. Browning Avenue, to vacate (or to give up public ownership of) a portion of a public alley approximately 16 feet by 187.43 feet, starting from Browning Avenue. If approved, this section of the alley would be divided and allocated to the property owners abutting the portion of the alley that is vacated. This property is zoned R-1-5,000 (Residential) and is located within Council 5, represented by Darin Mano.
