Approval of the Minutes for October 02, 2025
Motion Commissioner De Lay motioned to approve minutes.
Commissioner Barnett seconded the motion.

Motion Commissioner Kearns motioned to approve minutes.

1. Policies & Procedure Updates
Deputy Director Michaela Bell and the Commission reviewed changes to be made. The
Commission asked that the changes be made and brought back before the Commission
before approval is given.
Motion Commissioner White motioned to table the policies and
procedures updates.
Commissioner De Lay seconded the motion.
Vote Yes: Abrahamson, Barnett, De Lay, Kearns, Semnani, White,

PUBLIC HEARING
2. Demolition of a Contributing Structure at Approximately 1259 E 200 S – Logan
Johnson, on behalf of the property owner, is requesting approval to demolish the
building at the above listed address. The building is listed as a contributing structure in
the most recent historic resource survey. Currently, the land is used as a 3-unit multi-
family building, and the property is zoned R-2 Single and Two-Family Residential. The
subject property is within Council District 4, represented by Eva Lopez Chavez. (Staff

Principal Planner Seth Rios reviewed the petition as outlined in the staff report and
stated that staff is recommending denial of the proposal.
The applicant, Logan Johnson, reviewed the intent for the project.
Public Hearing
The Chair opened the public hearing.
• William Grua – Opposed to the demolition saying that it chips away at the
boundaries of the historic district. He also commented that the proposal would
change the nature of his home and the historic district.

• Abby Bacha – Opposed to the demolition saying the community does not need
soulless development and precedence calls for preservation of the home.
• Cindy Cromer – Shared concerns that the proposed demolition would materially
harm the concentration of historic resources by triggering incremental
encroachment from the nearby business district.
• Griffin Zode – Opposed to the demolition saying that the house was repeatedly
marked as a contributing structure. He worried the demolition would open up
opportunities for developers to further degrade the historic district.
• Melanie Martin – Resident of the home, shared concerns that the structure
stands in a unique position between residential and commercial zones and felt it
was protecting the neighborhood from unwanted development. She stated that
preserving the home is crucial to the historic integrity of the neighborhood.
• Ada May Krause – Opposed to the demolition.
• A comment card was read into the record stating that they wanted the home
preserved.
The applicant was given the opportunity to respond to the public comments. He stated
that they did not intend to mislead with their arguments and apologized to anyone who
felt that they were. He stated that he should do more research in historic preservation.
The Chair closed the public hearing.

The commissioners did not make any statements,
Motion Commissioner White motioned to deny the demolition
application.
Commissioner Kearns seconded the motion.

Result The motion passed unanimously.
The meeting adjourned at approximately 6:30 PM.
