Wednesday, March 25, 2026 at 5:30 PM City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 Commissioners Present Commissioners Amy Barry, Aimee Burrows, Richard Leverett, Lilah Rosenfield, Anna Sullivan, Commissioners Absent City Staff in Attendance Attorney Courtney Lords, and Administrative SALT LAKE CITY | PLANNING COMMISSION 2 R E P O R T O F T H E C H A I R & V I C E -C H A I R Nothing was reported R E P O R T O F T H E D I R E C T O R Planning Director Nick Norris gave updates from the March 24 City Council Formal Meeting • Daily Water Use Regulations Amendment • Alley, Street Closures & Vacations Text Amendment • Fence & Hedge Height Text Amendment • Rio Grand Master Plan & Zoning Map Amendment - GMU to D4 • 400 East and 500 South General Plan & Zoning Amendment • Temporary Street Closure of Temple Square 2027 • Sugar House Hotel Master Plan & Zoning Map Amendment 4/7/2026 • 1300 South & 2260, 2270, 2290 S Zoning Map Amendment • Expiration of Land Use Approvals Text Amendment 4/7/2026 C O N S E N T A G E N D A 1. Approval of the Minutes for March 11, 2026 Commissioner Barrett motioned to approve the previous meetings minutes. Commissioner Rosenfield seconded the motion. Vote No: Result SALT LAKE CITY | PLANNING COMMISSION 3 W O R K S E S S I O N S 2. 2025 Planning Division Annual Report – Planning staff will present the 2025 annual report to the Planning Commission. Planning Director Nick Norris reviewed the 2025 Annual Report with Commissioners including statistics from the Planning Counter, Development Review Team, Pre- Submittal Meetings, Land Use Applications, Appeals, Administrative Hearings, Historic Landmark Commission, Planning Commission, Subdivisions, Zoning Administration, and Online Open Houses. In closing, the Planning Division accomplishments were highlighted. 3. 2026 Utah Legislature Recap and Training - Planning staff will provide the commission with a recap of legislative bills that passed during the 2026 legislative session that impact the commission or that may require potential code updates. (Staff Contact: Nick Norris at 801-535-6173 or nick.norris@slc.gov ) Nick gave an overview of the 2026 Legislative Session and the bills that impact the Planning Division. 105 bills were assigned to Community & Neighborhoods, Planning Division tracked 41 bills, 8 were adopted. • HB 33 Political Signs • HB 76 Data Center Water Transparency • HB 126 Micro-education Facility Amendment • HB 215 Landscape Restrictions Amendment • HB 597 Alcohol Amendments • SB 23 Regulatory Impact on Families • SB 242 Transportation Amendments • SB 284 Local Land and Water Modifications Nick gave a brief commissioner training covering the commission requirements, 10-3 Part 13 Municipal Officer and Employees Ethics Act, Utah Code 10-20 Land Use and Development Management Act (LUDMA), City Code Title 21A, State Code and Land Use Applications, and ensuring the record includes evidence for commission decisions.
